RANCHOCITY OF Variance Request (cont.) • A portion of the lot will remain unscreened from noise from the freeway. The unscreened area consists of front yard landscaping located roughly 155 feet from the proposed residence. • Given the distance from the residence and narrow width of the portion, the area is unlikely to be used. • Therefore, staff concluded that this area can be excluded from the noise requirements and remain unscreened. Environmental Determination This item is exempt from the requirements of the California Environmental Quality Act (CEQA) and the City's CEQA guidelines under CEQA Section: • 15303 — New Construction or Conversion of Small Structures. Public Art This project is exempt from providing public art as outlined in Chapter 17. 124 of the Development Code. • The proposed project is a single-family residence. Residential projects with a density equal to or less than four (4) dwelling units per acre are exempt from the public art requirement. Public Scoping Meeting • A Notice of Preparation (NOP) was prepared and circulated to government entities on February 6, 2019. • The comment period will end 30 days after the date of circulation, which is on March 8, 2019. Public Scoping Meeting • The purpose of the public scoping meeting is to provide an opportunity for the Planning Commission to accept public testimony pertaining to the environmental issues to be addressed in the Environmental Impact Report.
