CITY OF RANCHO CUCAMONGA
JOINT SPECIAL CITY COUNCIL AND
PLANNING COMMISSION MEETING MINUTES
CALL TOORDER
The City of Rancho Cucamonga City Council held a special meeting on Wednesday, January 25, 2017 in the
Tri-Communities Room at the Civic Center, 10500 Civic Center Drive, Rancho Cucamonga, California. Mayor
Michael called the meeting to order at 4:30 p.m.
Planning Chairman Oaxaca led the Pledge of Allegiance.
Present were Council Members: Bill Alexander, Sam Spagnolo, Diane Williams, Mayor Pro Tem Lynne
Kennedy, and Mayor L. Dennis Michael
Also present were, Planning Commission Members: Richard B. Fletcher, Lou Munoz, Vice Chairman Rich
Macias, and Chairman Francisco Oaxaca. Planning Commission Member Ray Wimberly was absent.
Also present were: John Gillison, City Manager; James L. Markman, City Attorney; and Linda A. Troyan, City
Clerk Services Director.

1. PROGRESS REPORT ON ART IN PUBLIC PLACES PROGRAM
RECOMMENDATION: Staff recommends the City Council and Planning Commission provide feedback
and direction to staff on a proposed Art in Public Places program.
John Gillison, City Manager, introduced Candyce Burnett, Planning Director; Erika Lewis-Huntley,
Management Analyst III; and Jennifer Nakamura, Associate Planner who outlined the proposed Art in Public
Places program and provided an overview of public art in the General Plan, addressing Council goals, public
art in Rancho Cucamonga, public art at City facilities, private development of public art, and research into
public art ordinances.
Gordon Nichols, Senior Director of Business Affairs, Building Industry Association, advised that the BIA is
opposed to public art fee and encouraged the City to communicate with businesses in the overlay area, and to
be cognitive of staff time spent with the program.
City staff received feedback and responded to questions.
2. PRESENTATION OF DRAFT GOALS AND POLICIES OF SUSTAINABLE COMMUNITY
ACTION PLAN
RECOMMENDATION: It is recommended that the City Council and Planning Commission receive the
information and provide direction to the Draft of the Sustainable Community Action Plan.

John Gillison, City Manager, introduced Fabian Villenas, Principal Management Analyst; Deborah Allen,
Management Aide; Candyce Burnett, Planning Director; and Leeanne Singleton with Raimi & Associates Inc.
who provided an overview of the development and contents of the Draft Sustainable Community Action Plan
including the Plan Development Process, Community Engagement, draft goals and policies and the
implementation steps.
City staff received feedback and responded to questions.
It was noted that the Sustainable Community Action Plan will be presented to the City Council for adoption.
Planning Chairman Oaxaca and Commission Members left the meeting at 6:55 p.m.
AWOURNMENT
Mayor Michael adjourned the meeting at 6:58 p.m.
