CALL TO ORDER The regular meeting of the Library Board of Trustees was held on Thursday, October 5, 2017, in the Council Chambers at City Hall, located at 10500 Civic Center Drive, Rancho Cucamonga, California. The meeting was called to order at 6:03 p.m. by President DeVries. Present were Members Hannah and Tompkins. Also present were: Julie A. Sowles, Library Director, Brian Sternberg, Assistant Library Director, Angelica Trummell, Children’s Services Supervisor, Margaret Hatanaka, Adult Services Supervisor, Wess Garcia, Programming Coordinator and Vivian Garcia Senior Administrative Secretary. ****** B. ITEMS OF BUSINESS WITH NEWLY APPOINTED OFFICIALS B1. Administration of Oath of Office – Oath of Office will be administered to Mary Hannah by City Clerk Janice Reynolds. Janice Reynolds, City Clerk, administered the Oath of Office to Mary Hannah. ****** C. PUBLIC COMMUNICATIONS C1. Park and Recreation Commissioner Peter Villegas presented an oral update on Central Park to the Library Board of Trustees. ****** D. CONSENT CALENDAR D1. Consideration to approve Minutes of: August 3, September 7 and September 11, 2017. The minutes will be held over to the next meeting. ****** E. LIBRARY DIRECTOR'S STAFF REPORTS E1. Consideration and discussion regarding the Library Status Report. The reports will be presented by staff. Library Board Minutes October 5, 2017 Page 2 a. Consideration and discussion regarding general announcements. The oral report will be presented by Julie A. Sowles, Library Director Julie A. Sowles, Library Director, stated that the RC2Go app had been updated and passed out the informational bookmark to the Board Members. Library Director Sowles reviewed a handout with the Members on the proposed project regarding annexation of the north part of the City. Library Director Sowles stated that there would be a staff report to the Council Members regarding the attendance of Board Members and Commissioners at their Board meetings during the timeframe of January, 2016 through July, 2017. Julie A. Sowles, Library Director handed out invitations to the Members to the VIP Event which will be held on Thursday, October 19, at 5:30 p.m. on the Second Story of the Biane Library. Library Director Sowles thanked the Members for their attendance at the Boards and Commissioners Event on Monday, September 25. Julie A. Sowles, Library Director, handed out the new Literacy Book to the Board. b. Consideration and discussion regarding a review of Library statistics. The oral report will be presented by Cara Vera, Library Services Manager. Library Director Sowles stated that Cara Vera, Library Services Manager, was out this evening. She reviewed the stats with the Board. E2. Consideration and discussion regarding Library Budget Report. The report will be presented by Julie A. Sowles, Library Director. Julie Sowles, Library Director, reviewed the budget with the Board. An update to pages 23 and 24 were presented to the Members for their review. E3. Consideration and discussion regarding Gyroscope, Inc. The reports will be presented by Brian Sternberg, Assistant Library Director. Brian Sternberg, Assistant Library Director, reviewed the Gyroscope presentation at the joint meeting on Monday, September 11, with the Members. E4. Consideration and discussion regarding Children’s Services. The report will be presented by Angelica Trummell, Children’s Services Supervisor. Library Board Minutes October 5, 2017 Page 3 Angelica Trummell, Children’s Services Supervisor, stated that October is outreach month for the Library. On Saturday, October 14, from 10 a.m. to 2 p.m., Library staff will be participating in the Rancho Cucamonga Fire Open House. On October 21, Library staff will be participating in the CSD Spooktacular from 5:30 to 8:30 p.m. Also, on October 21 from 10 a.m. to 12 noon, Big Truck Round Up will be held at the Archibald Library. Angelica Trummell, Children’s Services Supervisor, stated that the children’s staff would be starting in a few weeks the Sensory Storytimes which will be held on Monday at the Archibald Library. E5. Consideration and discussion regarding Adult Services. The report will be presented by Margaret Hatanaka, Adult Services Supervisor. Margaret Hatanaka, Adult Services Supervisor, reviewed the Hispanic Heritage Cultural Arts Night on Friday, September 29. There were over 800 attendees at the event. Margaret Hatanaka, Adult Services Supervisor, handed out a copy of “Destinations” the new Literacy Book to the Board. The book was released last week. Adult Services Supervisor Hatanaka stated that Friday, October 27, would be the Fall into Fun event which is held at the Archibald Library from 7 to 9 p.m. The event would feature Harry Potter. Tickets are available on October 16. E6. Consideration and discussion regarding Library Programming. The report will be presented by Wess Garcia, Programming Coordinator. Programming Coordinator Garcia presented an oral report on the Discovery Club Open House which was held in September on the Second Story of the Biane Library. Programming Coordinator Garcia reviewed the Little Scientist Program which starts Friday on the Second Story at the Biane Library. The program is full and has a wait list Wess Garcia, Programming Coordinator, presented an oral report to the Members on the Educator’s event which was held on Thursday, September 28. ****** F. BOARD BUSINESS F1. Consideration and discussion regarding update to the Library Patron Policy-Code of Conduct section. The report will be presented by Julie A. Sowles, Library Director. President DeVries requested that the item be held over to the next meeting when all Board Members would be present. ****** Library Board Minutes October 5, 2017 Page 4 G. IDENTIFICATION OF ITEMS FOR NEXT MEETING G1. Library Patron Code of Conduct. G2. Library Board of Trustees Participate in Outreach. ****** H. ADJOURNMENT MOTION: Moved by Member Hannah to adjourn to December 7, seconded by Member Tompkins. Motion carried 3-0-2 (with Hairston and Temkin absent).
