State law prohibits the City Council from addressing any issue not previously included on the Agenda. The City Council may receive testimony and set the matter for a subsequent meeting. Comments are to be limited to five minutes per individual or less, as deemed necessary by the Mayor, depending upon the number of individuals desiring to speak. All communications are to be addressed directly to the City Council not to the members of the audience. This is a professional business meeting and courtesy and decorum are expected. Please refrain from any debate between audience and speaker, making loud noises, or engaging in any activity which might be disruptive to the decorum of the meeting. C ITEMS OF DISCUSSION C1. Troyan, MMC, City Clerk Services Director INTERVIEW AND SELECTION OF CANDIDATES TO FILL TWO UPCOMING VACANCIES ON THE HISTORIC PRESERVATION AND PLANNING COMMISSION. RECOMMENDATION: Staff recommends the City Council interview the eleven candidates and select two members to fill the upcoming vacancies on the Historic Preservation and Planning Commission. BACKGROUND: Planning Commissioners are appointed by the City Council and serve a 4 -year term. Per Municipal Code Chapter 2.20, Section 2.20.050, the Commissioners may be reappointed for a 4- year term with the approval of the City Council. The current terms for Commissioners Bryan Dopp and Ray Wimberly will expire December 31, 2019. The recruitment period for two (2) members of the Historic Preservation and Planning Commission ran from August 8 - August 29, 2019. Vacancy notices appeared in the Daily Bulletin on August 12 and August 20, 2019, at City Hall, at Biane and Archibald libraries, on social media and the City's website. ANALYSIS: Eleven (11) applications were received including one from current Commissioner Bryan Dopp seeking reappointment. Candidates were notified by phone and e-mail of their interview. Following the interviews, the City Council will select two candidates to fill the upcoming vacancies. Since the term for the two current Commissioners ends December 31, 2019, and there is only one Historic Preservation and Planning Commission meeting in December, the successful candidates will be appointed and sworn in at the Regular City Council meeting on December 18, 2019. FISCAL IMPACT: None. COUNCIL GOAL(S) ADDRESSED: The process of interviewing and appointing for upcoming vacancies on the Historic Preservation and Planning Commission addresses the City Council's goal of enhancing the City's position as a Premier Community by filling the vacancy with a resident from the City that will review and make decisions on various land use applications and make recommendations to the City Council regarding amendments Page 3 to the General Plan and Development Code consistent with the values of the City Council and the community. The Planning Commissioners role is, under the direction of the City Council, to implement the General Plan and Development Code, enhance the beauty and appeal of the community, protect the natural environment, and preserve historic and cultural resources.
