PUBLIC COMMUNICATIONS This is the time and place for the general public to address the Committee on any item listed on the agenda. State law prohibits the Committee from addressing any issue not previously included on the Agenda. The Committee may receive testimony and' set the matter for a subsequent meeting. Comments are to be limited to five minutes per individual or less, as deemed necessary by the Staff Coordinator, depending upon the number of individuals embers of the audience. This' is a professional businessmeeting and courtesy and decorum are expected. Please refrain from any debate between audience and speaker, making laud noises or engaging in any activity which might be disruptive to the decorum of the meeting.. C. PROJECT REVIEW ITEMS The following items will be presented by the applicant and/or their representatives. Each presentation and resulting period of Committee comment is limited to 20 minutes. Followwing each presentation, the Committee will address major issues and make recommendations with respect to the project proposal. The Design Review Committee acts as an advisory Committee to the Planning, Commission. Their recommendations will be forwarded to the Planning Commission as applicable. Related file: Site Development Review DRC201.6-00572. The�project qualifies as a Class 1 exemption under State CEQA Guidelines Section 15301 — Existing Facilities. Background: The subject site is located within the Terra Vista shopping center,which is governed by Uniform Sign Program #134 for signage requirements. Per USP #134 (see attached), various types of signs require approval from the Design Review Committee, including monument signs for single user pad tenants and wall signs for regionally recognized restaurants (6 or more locations).A single user pad tenant between 4,000 and 6,999 square feet is allowed one (1) new double-sided monument sign along Foothill Boulevard adjacent to the pad. Therefore, since the pad building is 6,767 square feet and the tenant proposes to install a new monument sign and wall signs that are larger than the Uniform Sign Program, review by,the Design Review Committee is required. Design Parameters: The applicant is proposing to install one (1) new illuminated double-sided monument sign just south of the building pad along Foothill Boulevard and two (2) new illuminated wall signs for a new restaurant, StoneFire Grill, in a remodeled pad building currently under construction. The monument sign is proposed to have a decorative base constructed of cinder block finished with river rock and topped with a decorative cap stone. The box face is proposed to be an aluminum-constructed cabinet painted satin black with push through acrylic letters. The monument signage area is proposed to be 21 square feet with an overall height of 5 feet 8 inches. The wall signs are proposed on the building's south elevation facing Foothill Boulevard and its west elevation facing the parking lot and entrance. The wall sign proposed on the south elevation is proposed to be 38 inches tall and 140 inches wide with an overall square footage of 38 square feet. The proposed wall sign on the west elevation is proposed to be about 42 inches tall and 178 inches wide with an overall square footage of 48 square feet. Staff Comments: The applicant has proposed all three signs to be identical in style. The proposed river rock finish on the base of the monument sign matches the river rock which will be on the building once construction is complete. The applicant has taken the colors and materials of the building into consideration and has designed the monument sign and wall signs to be compatible with the architectural details of the building. The sign program does not give specific standards for the area, height, or the design of the monument sign, and only states that it must be approved by the Design Review Committee. The monument sign does comply with the area, overall sign height, and letter height required within the Development Code. The sign program limits the wall sign height to 24 inches.The previous restaurant, "On the Border," that occupied the subject building had a sign, with four rows of letters/text that was 54 inches in overall height. Other tenants in the shopping center and surrounding shopping centers have signs that are 24-42 inches in height. The proposed wall signs are compatible with the surrounding restaurant pads in the shopping center and neighboring shopping centers.The proposed wall signs are also proportional to the facades of the subject building and are consistent with StoneFire Grill's Item C1--1 DRC AGENDA SIGN PERMIT DRC2017-00330 —VOGUE SIGNS MAY 2, 2017 Page 2 trademark. The proposed wall signs comply with the area, length and the number of signs allowed within the Development Code. Major Issues: The following design issues will be the focus of Committee discussion regarding this project: 1. AIL TENANTS FROM 4,000 TO 6,999 s .ft. A. In-Line Tenants shall be allowed one(1)sign per building frontage with a maximum of two (2)signs if the tenant is on the corner. Single User Pad Tenants shall he allowed one(1)new-double sided monument sign along Foothill Boulevard adjacent to the Pad (monument sign design is open subject to Landlord and Rancho Cucamonga Design Review Committee approval), and two (2) wall-mounted identification signs, one sign per elevation or building face. As an option, each Single User Pad Tenant may be allowed a maximum of three(3)wall-mounted identification signs, one (1) sign per elevation or building face. A combination of monument and wall signs may be used; however, only a maximum of three(3)signs may be used to identify any one business and only in the combinations described herein. 1. Wall Mounted Signs- Sign area shall be the entire area within a perimeter defined by a continuous line composed of right angles which enclose the extreme limits of lettering, logo, trademark or other graphic representation. The height of each sign shall be measured from top to bottom and shall not exceed the following guidelines; a. Two line signs shall not exceed 24",in total height, including space between lines, and no individual line shall be more than 18" in height. The space between lines shall not exceed one third of the letter height of smallest letter, b, Upper and lower case signs shall not exceed 24" including downstrokes. C. Single line signs in all upper case shall not exceed 24". d. Length of sign small not exceed 70%of shop frontage, or twenty-five feet(25%which ever is less. Maximum sq. ft. shall not exceed 50. B. Signing shall be in accordance with the criteria contained within this program, unless,in the opinion of the landlord and, the design contributes to the unique benefit of the complex and the City of Rancho Cucamonga. C. A registered trademark/logo, without adjacent individual letters may be included within the calculated sign area provided the allowable sign area for the trademark/logo letters is reduced to fifty percent(50%) of the allowable area and that the logo may not exceed six feet in any dimension. Foothill Blvd. We are requesting two different sized signs for two different elevation widths. Additionally, an allowable monument sign is proposed, as described in the existing sign program. This conforms to the Sign Program pdf pages 8 & 9, Section V, paragraph B "Pad Shop tenants". StoneFire Grill has 9 locations throughout Southern California and is on a separate pad at the Terra Vista Town Center governed by existing Sign Program #134. Page 8 (pdf page 11) section VI allows for "Regionally recognized Restaurants with six or more open stores to have specific and unique graphic color and signage style needs....subject to the approval of the Design Review Committee". We are seeking signage allowances consistent with previous tenants of this pad and other existing restaurants within the Town Center. Please review the Google screen shot photos of the former tenant On the Border and the local Chilis. Each of these signs appear to have an overall mass approximately equal to the signage we seek. I do not have access to the Planning files to determine their precise overall sizes and square footages. StoneFire's logo/lettering combination is a registered trademark and is the Branding standard for their restaurant. We wish to continue the use of that Branding standard on the newly renovated modernized fascias on the building. The lettering height deviates from the requirements of the Sign Program, but they are not out of proportion with the building, its frontages, its elevation size or good taste. Due to the setback from Foothill Blvd and the numerous visual obstructions (trees and bus stop, see attached photos), we believe that the requested signage will fit in with the surrounding existing signage is size, scale and appearance. The attached Sign Plan depicts the signage being placed on the South Elevation (facing Foothill Blvd) and the West facing elevation. No signage will be on the East or North elevations. The South elevation is 81 frontage feet with a 22' long architectural feature. We propose a 38.37 sq. ft sign that is 11' 1" long, about 50% of the width of that portion of the fascia. The West elevation is 84 frontage feet with a 32' long architectural feature. We propose a 48.05 sq. ft. sign that is 14' 10" long, less than 50% of the width of that portion of the fascia. Each sign is much less than 1:1 frontage foot to sign square foot ratio. We are seeking two signs on two elevations in keeping with the sign program requirements. The attached architectural renderings with the signage imposed upon them are in scale with Item C1-12 what is described and proposed. We believe that StoneFire Grill will not obtain special privilege by allowing the proposed signs to be installed. The third sign sought is a free-standing monument sign, allowable by the Sign Program. As a freestanding pad user, we are allowed "all or a portion of one monument sign at Landlords discretion" (pdf page 3) in the existing Sign Program. We have patterned the size in accordance with the size of sign type 6.2 monument, which is depicted on pdf page 33. The StoneFire monument sign is within the size allowable by the Sign Program. The setback from the street is consistent with existing sign type 6.2 monument signs already in place. The two-sided monument sign will feature:an opaque background with face lit channel letters for "StoneFire" and pushed through acrylic for the "Grill" and filigree (symbol). The opaque gunmetal gray background will accentuate the channel letters, red filigree and day/night acrylic "Grill". We will utilize the real river rock stone on the base which matches what has been used on the building. The sign is on a slope so the sign is accurately portrayed with two different heights. The setback from the edge of the sidewalk is 5', which is less than the closest sign type 6.2, however that sign is adjacent to a driveway, so the greater set back is to ensure clear vision to exiting vehicles. The typical center monument sign is 72" tall and the StoneFire monument is proposed at 65" to 68" tall. The length is typically 98" and the StoneFire one is 93" long. The depth will remain at 12". The push through lettering is consistent with other router cut lettering on 6.2 monument signs which have internal illumination and opaque faces. The channel letters are consistent with Signwall sign type 7.0 (pdf page 34 & 35) that are on the property. In conclusion, the requested signage for StoneFire Grill is reasonable in size and attractive in design. When coordinated, it will allow the restaurant chain located on the pad with obstructed street visibility the best opportunity to be located and patronized. They will enhance the traffic in the center and bring jobs and revenue to the City. We encourage you to allow them the best opportunity to brand their business and become a vibrant member of your community. The project qualifies as a Class 32 exemption under State CEQA Guidelines Section 15332— In-fill Development Projects. Background: A Pre-Application Review workshop was held to discuss this project with the Planning Commission on March 9, 2016. The applicant desired feedback on the proposed modern architectural design of the building since it is unlike the surrounding areas. The outcome of the workshop was generally favorable. The Commission informed the applicant that varied architectural themes and styles were encouraged and that the modern architecture could be compatible with the surrounding buildings. The applicant was directed to revise the architecture of the building to reflect a higher quality of standards including wall plan articulation, variation in the building materials and colors, aesthetic focal points and decorative materials on the facade of the elevations. Desiqn Parameters: The project site is located at the southeast corner of Foothill Boulevard and Malachite Avenue. The overall site is approximately 15,726 square feet (0.37 acres) in area. The project site is generally of a square shape and about 140 feet (east-west) by 115 feet (north- south). The subject property is generally level with an elevation at the north and south sides of about 1,206 feet and 1,200 feet, respectively. The project site is developed with a convenience store (Kwik Stop Market). The store is within a building that was a service station that ceased operations several years ago. To the west of the project site, across Malachite Avenue, is a commercial retail center in the Community Commercial (CC) District. To the south and the east there are commercial office buildings in the Commercial Office (CO) District. To the north of the project site, across Foothill Boulevard, are a variety of commercial uses including an automotive repair/service station, and a restaurant (Alberto's) in the Community Commercial (CC) District. The project site and all of the adjacent surrounding properties are within the Foothill Boulevard Overlay District. The applicant proposes to demolish the existing building and remove all of the existing improvements (with the exception of existing walls along the south and east property lines), and construct a two-story commercial/office building with an overall floor area of 4,250 square feet. It will consist of four tenant spaces ranging from 713 square feet to 1,711 square feet. Three of these tenant spaces will be on the first floor while the fourth, and largest tenant space (with a floor area of 1,711 square feet) will be on the second floor. Access to the second floor will be via two stairways at the southwest and northeast corners of the building. The stairway at the northeast corner of the building will lead to an open deck on the second floor. A total of 17 parking spaces are provided for employees and visitors which is the minimum required for office uses (non- medical). There will be one point of vehicle access located at the northeast corner of the site off of Foothill Boulevard. Landscape coverage will be 32.66 percent of the project site. The proposed building will be of a modern design with a form and massing that is similar to the proposal that was reviewed by the Planning Commission during the Pre-Application Review workshop. It will have wood framed construction. The exterior walls will be a combination of composite metal cladding, corrugated steel, and two-tone stucco finish (gray and tan). There will be glazing on all elevations. The majority of the glazing will be on the east and north elevations. The mullions at all windows will be brushed extruded aluminum. The building has several vertical projection along the wall planes and a tower element at the northwest corner to create visual interest. Due to the aforementioned deck on the second floor, the north wall elevation on the second floor is set back further than that of the first floor on the north elevation. This reduces the visual mass of the building as seen from Foothill Boulevard. The building is plotted on the west side of the project site with the parking area to the east of the building. Pedestrian access to the building will be through entrances located on the east side of the building. There will be a plaza/employee break area of 757 square feet at the north side of the building. Roof-mounted equipment will be screened by the parapet which is at least 3.5 feet in height. Staff Comments: The following comments are intended to provide an outline for Committee discussion. Major Issues: The following design issues will be the focus of Committee discussion regarding this project: 1. On the west elevation there are four small, individual windows proposed at the middle of the building wall plane. Increase the amount of glazing at this location by either enlarging the area of each window or adding more windows in this area of the building since this is an elevation that is highly visible from both Foothill Boulevard and Malachite Avenue. 2. Add corrugated metal finish above and below the windows on the south and west elevations of the building (at the southwest corner of the building). 3. Add corrugated metal to the upper, visible portion of the south elevation of the tower element. 4. Add a metal fascia along the top edge of the parapet wall that surrounds the second floor deck to match the metal fascia at the top of the tower element. Secondary Issues: Once all of the major issues have been addressed, and time permitting, the Committee will discuss the following secondary design issues: 1. Provide a large shade tree (24" box) or patio structure to shade the employee break area. Policy Issues: The following items are a matter of Planning Commission policy and should be incorporated into the project design without discussion: 1. Decorative paving shall be provided at the vehicular access point and along all pedestrian walkways throughout the parking lot area. 2. All ground mounted equipment and utility boxes, including transformers, back-flow devices, etc., shall be screened by a minimum of two rows of shrubs spaced a minimum of 18 inches on center. This equipment shall be painted dark green. 3. Any Double Detector Checks (DDCs) and Fire Department Connections (FDCs) that are required shall be screened on three sides per Section 17.48.050(A)(4) of the Development Code.
