B. PUBLIC COMMUNICATIONS
This is the time and place for the general public to address the Historic Preservation
Commission or Planning Commission on any item listed or not listed on the agenda. State law
prohibits the Commission from addressing any issue not previously included on the Agenda.
The Commission may receive testimony and set the matter for a subsequent meeting.
Comments are to be limited to five minutes per individual or less, as deemed necessary by the
Chair, depending upon the number of individual members of the audience. This is a professional
business meeting and courtesy and decorum are expected. Please refrain from any debate
between audience and speaker, making loud noises or engaging in any activity which might be
disruptive to the decorum of the meeting.
Gwyn Frost and Luana Hernandez spoke to the Historical Preservation Commission to note all of the
historical landmarks within each of the Council Districts starting with District 1 this evening.

C. CONSENT CALENDAR/HISTORIC PRESERVATION COMMISSION
AND PLANNING COMMISSION
The following Consent Calendar items are expected to be routine and non-controversial. They
will be acted upon by the Commission at one time without discussion. Any item may be removed
for discussion.
C1. Consideration to adopt the Regular Meeting Minutes of February 27, 2019.
Typo corrected. Moved by Oaxaca, seconded by Dopp; carried 4-0-1 (Wimberly absent) to
adopt the amended minutes.
D. PUBLIC HEARINGS/PLANNING COMMISSION
The following items have been advertised and/or posted as public hearings as required by law.
The Chairman will open the public hearing to receive testimony. All such opinions shall be
limited to 5 minutes per individual or less as determined by the Chairman. Please sign in after
speaking.
D1. TIME EXTENSION DRC2019-00048 – SUSAN ETCHEBERRIA – A request to allow for a one
(1) year time extension of a previously approved 7 lot Tentative Tract Map (SUBTT18210) on
4.89 acres of land in the Very Low (VL) District (1-2 dwelling units per acre) of the Etiwanda
Specific Plan and the Equestrian Overlay District on the south side of Banyan Street between
Greenwood Place and Laurel Blossom Place; APN: 0225-171-04. On March 28, 2007, a
Mitigated Negative Declaration of environmental impacts was adopted by the Planning
Commission for Tentative Tract Map SUBTT18210. The California Environmental Quality Act
(CEQA) provides that no further environmental review or Negative Declaration is required for
subsequent projects or minor revisions to the projects within the scope of the previous
Mitigated Negative Declaration.

Rob Dennis, resident, noted that he had concerns on the sizes of the individual lots.
Mr. vanderZwaag noted that the minimum requirements are met and consistent with the
Etiwanda Specific Plan.
Commissioners Munoz and Oaxaca had no additional comments. Commissioner Dopp asked
Tabe if there are any actual floor plans yet. Mr. vanderZwaag noted that Manning Homes was
purchasing property and building the same floor plans and homes that they are currently
building in the City south of the 210 Freeway.
Moved by Munoz, seconded by Oaxaca; carried 4-0-1(Wimberly absent).
D2. HILLSIDE DESIGN REVIEW DRC2018-00452 – DANNY DERA - Site plan and architectural
review of a 2,516 square foot single-family residence with an attached 561 square foot garage
on a 27,945 square foot lot in the Low (L) Residential District and within the Hillside Overlay
District at 8083 Camino Predera - APN: 0207-641-03. This item is exempt from the
requirements of the California Environmental Quality Act (CEQA) and the City’s CEQA
guidelines under CEQA Section 15303 – New Construction or Conversion of Small Structures.
which permits the construction of a single-family residence in a residential zone.

Danny Dero, the owner and applicant, thanked staff Tabe vanderZwaag and Matthew
Addington for all of their help with this project.
Resident Mr. Massey showed a lot map of the neighborhood and was in favor of how well the
applicant worked with the neighbors without construction of the new house obstructing their
views.
Commissioner Munoz noted that it was a good report on a challenging hillside lot.
Commissioner Oaxaca concurred and noted that everyone’s needs were met with protecting
views and working together. Commissioner Dopp agreed and noted the applicant was
proactive with good communication on a challenging project. Chairman Guglielmo agreed
and approved of the architecture as well.

D3. ENVIRONMENTAL ASSESSMENT AND TENTATIVE TRACT MAP SUBTT20241 - THE
NEW HOME COMPANY – A request for site plan review of a proposed subdivision of 5.18
acres of land into one (1) numbered lot and two (2) lettered lots for condominium purposes
located within Planning Area S-20 in the Village Neighborhood (VN) District of the Empire
Lakes Specific Plan, Planning Area 1, located north of 4th Street, south of 6th Street, west of
Milliken Avenue, and east of Utica/Cleveland Avenues. The specific location of the project site
is north of 4th Street on the east side of the future alignment of the Resort Parkway; APN:0210-
102-06. Related Files: Design Review DRC2018-00784 and Pre-Application DRC2018-
00198. Pursuant to the California Environmental Quality Act (CEQA), the City certified an
Environmental Impact Report (EIR) (SCH No. 2015041083) on May 18, 2016, in connection
with the City’s approval of General Plan Amendment DRC2015-00114, Specific Plan
Amendment DRC2015-00040, and Development Code Amendment DRC2015-
00115. Pursuant to CEQA Guidelines Section 15162, no subsequent or supplemental EIR is
required in connection with subsequent discretionary approvals of the same project.
D4. ENVIRONMENTAL ASSESSMENT AND DESIGN REVIEW DRC2018-00784 - THE NEW
HOME COMPANY - A request for site plan and architectural review of 135 multi-family units
located on 5.18 acres of land within Planning Area S-20 in the Village Neighborhood (VN)
District of the Empire Lakes Specific Plan, Planning Area 1, located north of 4th Street, south
of 6th Street, west of Milliken Avenue, and east of Utica/Cleveland Avenues. The specific
location of the project site is north of 4th Street on the east side of the future alignment of the
Resort Parkway; APN:0210-102-06. Related Files: Tentative Tract Map SUBTT20241 and
Pre-Application DRC2018-00198. Pursuant to the California Environmental Quality Act
(CEQA), the City certified an Environmental Impact Report (EIR) (SCH No. 2015041083) on
May 18, 2016, in connection with the City’s approval of General Plan Amendment DRC2015-
00114, Specific Plan Amendment DRC2015-00040, and Development Code Amendment
DRC2015-00115. Pursuant to CEQA Guidelines Section 15162, no subsequent or
supplemental EIR is required in connection with subsequent discretionary approvals of the
same project.

Commissioner Oaxaca asked staff if there were any major concerns.
Mr. vanderZwaag stated no major concerns.
Commissioner Dopp asked about tandem parking in the city. Mr. vanderZwaag noted that we
haven’t allowed them in the city but we are allowing this parking is being incorporated in this
large project in the Empire Lakes Master Plan.
Applicant Mr. HH Jarvis with the New Home Company stated that they are excited about this
beautiful project and thanked staff. He stated some of the unique things of this project.
Commissioner Dopp asked the applicant about the tandem parking. Mr. Jarvis stated that
parking will be enforced through the CCand R’s and will be monitored.
Commissioners Munoz and Oaxaca stated that good project. Commissioner Dopp appreciated
that the architecture was exciting. Chairman Guglielmo agreed and noted that he appreciated
the applicant coming back several times with a good first project for this Master Plan.
Mr. Ghirelli informed the Commission about the CC& R’s for the project.
Moved by Oaxaca, seconded by Munoz; carried 4-0-1(Wimberly absent).
D5. ENVIRONMENTAL ASSESSMENT AND DESIGN REVIEW DRC2018-00119 – OVERTON
MOORE PROPERTIES – The proposed development of a 174,745 square foot industrial
warehouse building on 8.09 acres in the General Industrial (GI) District, at the southwest
corner of Hellman Avenue and Eighth Street, located at 9000 Hellman Avenue; APN: 0209-
151-36. Staff is reviewing a Mitigated Negative Declaration prepared per State CEQA
Guidelines for consideration of environmental impacts.
Tom Grahn, Associate Planner, noted that he received additional comments last Monday from
Golden State Environmental Justice Alliance. To allow for time for staff to review and forward
the comments to the Commission, the item was recommended to be continued to the Planning
Commission meeting on March 27, 2019.
Chairman Guglielmo opened the Public Hearing and hearing no public comments, the item
was continued until March 27, 2019.

D6. ENVIRONMENTAL ASSESSMENT AND DESIGN REVIEW DRC2018-00553 - PATRIOT
PARTNERS – The proposed development of a 117,575 square foot industrial building on 5.09
acres in the General Industrial (GI) District, located at the northeast corner of Sixth Street and
Center Avenue; APN: 0209-262-25. Staff is reviewing a Mitigated Negative Declaration
prepared per State CEQA Guidelines for consideration of environmental impacts.
Tom Grahn, Associate Planner, gave the staff report and PowerPoint presentation (copy on
file).
Applicant Kevin Rice with Patriot Partners thanked staff and his team.
Commissioner Munoz noted that it was good architecture and design for an industrial building.
Commissioner Oaxaca agreed with good choice of materials. Commissioner Dopp agreed
and thanked the applicant. Chairman Guglielmo agreed and noted the architecture was
refreshing.
Moved by Munoz, seconded by Dopp; carried 4-0-1(Wimberly absent).
E. COMMISSION BUSINESS/HISTORIC PRESERVATION AND
PLANNING COMMISSION
INTER-AGENCY UPDATES: Commissioner Munoz thanked staff and Council for supporting the Planning
Commission for them to able to attend the Planning Commissioners Academy last week. Commissioners
Oaxaca and Dopp and Chairman Guglielmo expressed their appreciation as well.
COMMISSION ANNOUNCEMENTS: None.
F. ADJOURNMENT
The Commission will adjourn to a workshop in the Rains Room.

If you wish to speak concerning an item not on the agenda, you may do so under “Public Comments.” There is
opportunity to speak under this section prior to the end of the agenda.
Any handouts for the Planning Commission should be given to the Planning Commission Secretary for distribution to
the Commissioners. A copy of any such materials should also be provided to the Secretary to be used for the official
public record.
All requests for items to be placed on a Planning Commission agenda must be in writing. Requests for scheduling
agenda items will be at the discretion of the Commission and the Planning Director.

APPEALS
Any interested party who disagrees with the City Planning Commission decision may appeal the Commission’s decision
to the City Council within 10 calendar days. Any appeal filed must be directed to the City Clerk’s Office and must be
accompanied by a fee of $3,037 for all decisions of the Commission. (Fees are established and governed by the City
Council).
