Comments are to be limited to five minutes per individual or less,as deemed necessary by the Staff Coordinator,depending upon the number of individuals members of the audience. This is a professional businessmeeting and courtesy and decorum are expected.Please refrain from any debate between audience and speaker,making loud noises or engaging in any activity which might be disruptive to the decorum of the meeting. Site Characteristics:The project site is residential property located at 7874 Buena Vista Drive within the Low (L)Residential District and the Hillside Overlay District.The location of the site is within an area of the City that is referred to as “Red Hill”.The property is improved with a one- story single-family residence of about 2,800 square feet.Due to the street layout at the subject location,the house is bound on the east and west by Buena Vista Drive and Calle Casino (respectively),and on the south by the intersection of these streets.To the north and east are single-family residences.To the west and southwest of the site is the Red Hill Country Club Golf Course. Proiect Overview:The applicant,on behalf of the homeowners,is requesting to replace the composition shingle roof of his clients’residence with a metal roof.At the time of this report,the shingle roof had been removed.The metal roof will be a standing seam panel system. Standing seam roofing is defined as a concealed fastener metal panel system that features panels with vertical fins and a wide,flat area between the two fins.It’s also described as having raised seams,or vertical legs,that rise above the level of the panel’s flat area.The color of the proposed standing seam metal roof will be keystone grey (as shown in the attached exhibits). The homeowners are requesting a metal roof to enhance the appearance of the house and to facilitate drainage of the rainwater that is currently collecting on the due shallow pitch of the house. Regulatory Background:Per Section 17.36.010(F)of the Development Code “all existing development within Residential Zoning Districts shall have roofing material made of tile,or the imitation thereof,but not including composition shingles.Other roofing materials such as metal,slate,or the imitation thereof,but not including composition shingles,may be approved by the approval authority if it is determined that the roof material enhances the building design.Any replacement of existing roofing materials shall be consistent with the existing material or upgraded to a higher quality roofing material.For example,a composition shingle roof can be replaced with composition shingles or can be upgraded to higher quality roofing material such as tile or slate.” Metal roofing is sometimes used in commercial and industrial applications (in the City).Such roofing material on houses (in the City)are not common.And requests for installing metal roofing as a re-roofing solution are rare.The design of them can vary,as well.Staff forwards such requests,when they occur,to the Design Review Committee for their review and consideration.The most recent request was for a metal roof system that had panels with a granular texture that was non-reflective.As a result,the panels appear like a typical tile roof. The Committee approved this request.However,the Committee indicated to Staff that they wanted to continue to review proposals for metal roofing (unless they were similar to that which they had just approved). DRC COMMENTS COURTESY REVIEW DRC2O19-00475 -PAUL MUKAI July 2,2019 Page 2 Staff Comments The architecture and typology of the houses in the Red Hill neighborhood is eclectic.They were constructed over a broad timeframe that reflects the changes in technology,favored architectural style,or a homeowner’s personal taste.There is no established architectural theme that is required for new houses in Red Hill.The proposed residence has a California Ranch design theme which is characterized by a single story,generally rectangular floor plan and,often,a low-pitched roof. Due to the eclectic architecture and typology,and the low pitch of the roof,Staff supports use of a metal roofing material.Furthermore,the low roof renders other roofing material impractical. The design of the roofing system will be architectural compatible with the design of the house and the neighborhood nor negatively affect the neighborhood.The proposed color,keystone grey,is compatible with the colors used on houses elsewhere in the neighborhood. Staff Recommendation:Staff recommends that the Committee approve the design of the metal roofing material as a replacement for the roofing material that was previously on the subject house.
