B. PUBLIC COMMUNICATIONS
This is the time and place for the general public to address the Historic Preservation
Commission or Planning Commission on any item listed or not listed on the agenda. State law
prohibits the Commission from addressing any issue not previously included on the Agenda.
The Commission may receive testimony and set the matter for a subsequent meeting.
Comments are to be limited to five minutes per individual or less, as deemed necessary by the
Chair, depending upon the number of individual members of the audience. This is a professional
business meeting and courtesy and decorum are expected. Please refrain from any debate
between audience and speaker, making loud noises or engaging in any activity which might be
disruptive to the decorum of the meeting.

BANKER – A request for site plan review to subdivide a 3.04-acre parcel of land currently
developed with a historically designated single-family residence into 4 residential lots for the
future development of 3 single-family residences (with the existing single-family residence on
Lot #4) within the Very Low (VL) Residential District and the Equestrian Overlay District at

BANKER – A request to remove 17 trees related to a proposed 4 parcel subdivision of 3.04
acres of land in the Very Low (VL) zoning district on the south side of Hillside Road at 9611
Hillside Road within the Very Low (VL) Residential District and the Equestrian Overlay District
at 9611 Hillside Road; APN: 1061-571-01. Related File: Preliminary Review DRC2015-01050,
Tentative Parcel Map SUBTPM19855, Certificate of Appropriateness DRC2016-00291,
Variance DRC2016-00290, and Minor Exception DRC2018-00934. Staff has prepared a
Mitigated Negative Declaration of environmental impacts for consideration.
Mike Smith, Principal Planner, gave the Staff Report and Power Point presentation (copy on
file).
Commissioner Dopp asked about recourse for violations of historic structures. Mr. Smith
explained that sometimes modifications are made without awareness of the City. Mr. Ghirelli
added that the City has the option to terminate the Mills Act contract if deemed appropriate
which provides tax consequences to the property owner.
Mr. Smith added that the applicant asked for two revisions to Condition #2 requiring period
correct windows as that was not originally in the consultant’s recommendations for returning
the historic house to its original character and they are impractical to source. Staff is
supportive of this revision. They further asked that the remaining portions of that condition not
be tied to the recordation of the final map. Mr. Smith consulted with the City Attorney and that
is not possible. The applicant was informed of this prior to the meeting.
Steve Landis, applicant, thanked staff for their work on the project. He explained that they are
fixing issues that were the result of the previous property owner. They are dedicated to
restoring the home to the condition similar to other historic homes restored by other
developers.
Vice Chairman Wimberly asked the applicant if they are accepting the revised condition.

Mr. Landis responded affirmatively.
Commissioner Dopp asked about the access for the historic house and the retaining wall on
the south side of the property.
Mr. Landis stated the historic house will be accessed from Hillside Avenue and they would
look more in depth at the retaining wall.
Chairman Guglielmo opened the public hearing. Seeing none, closed.
Commissioner Munoz appreciates the work of the applicant to return the house to its historic
condition. Additional homes will be a good addition to the City.
Vice Chairman Wimberly concurred with Commissioner Munoz. Appreciative of the work done
and supports the project.
Commissioner Oaxaca appreciated the work to maintain the historic home and is supportive
of the project.
Commissioner Dopp has no issues with the project and is grateful that the applicant is taking
on upgrading/maintaining the historic home. Would like to see landscape enhancements to
Hillside Avenue and any attempt to keep the retaining wall to the south would be appreciated.
Chairman Guglielmo understands the challenges and appreciates the hard work of the
applicant to restore the historic home.
Moved by Munoz, seconded by Wimberly; carried 5-0-0.
F5. DESIGN REVIEW DRC2018-00860 – MILLIKEN AND GREYSTONE PROPERTIES, LLC ––
A request for site plan and architectural review to construct a 24,000 square foot medical office
building on 1.85 acres of land within the Empire Lakes Specific Plan, Planning Area 10, located
at 9070 Milliken Avenue; APN: 0209-272-27. This item is exempt from the requirements of the
California Environmental Quality Act (CEQA) and the City’s CEQA guidelines under CEQA
Section 15332 – In-Fill Development Projects.

Jim Fullmer, applicant, asked about public art and the payment of an in-lieu fee. Mr. Smith
stated that at the time of the building permit issuance the applicant can choose to pay the in-
lieu fee.
Mr. Fullmer requested clarification on the number of trees required in the conditions of
approval. Mr. Smith stated that staff will provide him with the number of trees required.
Mr. Fullmer asked a question about wall conditions, as no walls are being proposed. Mr. Smith
explained that is a standard condition for all projects and if no walls are proposed, the condition
does not apply.
Mr. Fullmer thanked staff for their work.
Chairman Guglielmo opened the public hearing. Seeing none, closed.
Commissioner Munoz stated this is a quality project and appreciates applicant and staffs work.
Vice Chairman Wimberly said this is a well-designed project and is looking forward to seeing
it in place.
Commissioner Oaxaca agreed. He is supportive of the project.
Commissioner Dopp felt that this is an attractive project developing an underutilized piece of
land.
Chairman Guglielmo asked about the history of the tenants on the site. Applicant provided
history of the site. He likes the look of the building especially with the glazing.
Moved by Dopp, seconded by Wimberly; carried 5-0-0.

APPEALS
Any interested party who disagrees with the City Planning Commission decision may appeal the Commission’s decision
to the City Council within 10 calendar days. Any appeal filed must be directed to the City Clerk’s Office and must be
accompanied by a fee of $3,037 for all decisions of the Commission. (Fees are established and governed by the City
Council).
