HomeMy WebLinkAbout2020-015 - ResolutionRESOLUTION NO. 2020-015 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO CUCAMONGA, CALIFORNIA, ENCOURAGING EXCLUSIVE AND/OR EXTENDED HOURS AT GROCERY STORES FOR VULNERABLE POPULATIONS DURING THE COVID-19 EMERGENCY WHEREAS, on March 4, 2020, Governor Newsom proclaimed a State of Emergency to exist in California as a result of the threat of COVID-19; and WHEREAS, despite sustained efforts, the virus remains a threat, and further efforts to control the spread of the virus to reduce and minimize the risk of infection and otherwise mitigate the effects of COVID-19 are needed; and WHEREAS, individuals, families, and communities are advised to practice social distancing and stay at least six feet away from other people to minimize the risk of transmission of COVID-19; and WHEREAS, Californians who are most vulnerable to COVID-19, those 65 years and older and those with underlying health conditions, are advised to self -quarantine, self -isolate, or otherwise remain in their homes to reduce the transmission of COVID-19; and WHEREAS, in response to COVID-19 concerns, there has been an unprecedented demand in supermarkets and grocery stores, creating food and supply shortages throughout the community; and WHEREAS, many stores nationwide are limiting the number of certain grocery items an individual can purchase, to discourage the stockpiling of essential items, and ensure equitable access for those most vulnerable, including those who rely on foodbanks; and WHEREAS, many stores nationwide are proactively dedicating special operating hours to populations most vulnerable to COVID-19, including but not limited to elderly, disabled, and pregnant shoppers, to limit their potential exposure to the virus and ensure they have access to vital food and supplies; and WHEREAS, the City Council of the City of Rancho Cucamonga during this State of Emergency reaffirms its commitment to sustaining and promoting a healthy, equitable, and resilient community that uses compassion as one of its fundamental guiding principles; and WHEREAS, the City of Rancho Cucamonga through its Compassionate Community initiative encourages community members to come together as a kind and caring community and offer support and provide help to your neighbors, especially those who are most vulnerable, to ensure their health and safety; and WHEREAS, the City of Rancho Cucamonga through its Compassionate Community initiative promotes activities in which our citizens, government, and institutions work together to embrace and implement compassionate solutions to meet the needs of our families, friends, communities, and neighbors; and Resolution No. 2020-015 - Page 1 of 3 NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RANCHO CUCAMONGA, HEREBY RESOLVES AS FOLLOWS: 1. That the City of Rancho Cucamonga encourages its residents to practice social distancing in an effort to prevent the transmission of COVID-19, especially among its vulnerable populations. 2. That the City of Rancho Cucamonga encourages local grocery stores and a broad range of businesses to implement exclusive shopping hours for the community's most vulnerable populations, particularly seniors and those with underlying health conditions, during this COVID-19 State of Emergency.
