HomeMy WebLinkAbout2016-11-09 - Supplemental BSTAFF REPORT PIANNINGD EFAMWfWr DATE: November 9, 2016 RANCHO CUCAMONGA TO: Chairman and Members of the Planning Commission FROM: Candyce Burnett, City Planner BY: Tabe van der Zwaag, Associate Planner SUBJECT: ENVIRONMENTAL ASSESSMENT AND DESIGN REVIEW DRC2016-00170 — CITY OF RANCHO CUCAMONGA — A request for site plan and architectural review of a 34,944 square foot gymnasium along with 20,536 square feet of outdoor covered basketball courts on 4.63 acres of land (total site is 9.5 acres) located on the east side of Rochester Avenue in the Industrial Park (IP) and General Industrial (GI) Districts; APN: Staff has prepared a Mitigated Negative Declaration of enviro er�al impacts for consideration. T o aa9 -oaf RECOMMENDATION: Staff recommends the Planning Commission take the following actions: • Adopt a Mitigated Negative Declaration for the project; and • Approve Design Review DRC2016-00170 through the adoption of the attached Resolution of Approval with Conditions. PROJECT AND SITE DESCRIPTION: A. Floor Area Ratio: 28 percent B. General Plan Designations: Project Site - Park (P) North - General Commercial (GC) South - General Industrial (GI) East - Open Space (OS) West - General Industrial (GI) D. Proiect Overview: The City of Rancho Cucamonga proposes constructing the Rancho Cucamonga Sports Center on a 4.63 acre project site that is presently being used for outdoor roller hockey courts and overflow parking for Quakes stadium (total size of overflow parking lot � *-74 D 00Py RESOLUTION NO. 16-56 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF RANCHO CUCAMONGA, CALIFORNIA, APPROVING DESIGN REVIEW DRC2016-00170, A REQUEST FOR SITE PLAN AND ARCHITECTURAL REVIEW OF A 34,944 SQUARE FOOT GYMNASIUM ALONG WITH 2O,536 SQUARE FEET OF OUTDOOR COVERED BASKETBALL COURTS ON 4.63 ACRES OF LAND (TOTAL SITE IS 9.5 ACRES) LOCATED ON THE EAST SIDE OF ROCHESTER AVENUE IN THE INDUSTRIAL PARK (IP) AND GENERAL INDUSTRIAL (GI) DISTRICTS, AND MAKING FINDINGS IN SUPPORT THEREOF — APN:.6229�- 49/ A. Recitals. 1. The City of Rancho Cucamonga filed an application for the approval of Design Review DRC2016-00170, as described in the title of this Resolution. Hereinafter in this Resolution, the subject Design Review request is referred to as "the application." 2. On the 9th day of November 2016, the Planning Commission of the City of Rancho Cucamonga conducted a noticed public hearing on the application and concluded said hearing on that date. 3. All legal prerequisites prior to the adoption of this Resolution have occurred. B. Resolution. NOW, THEREFORE, it is hereby found, determined, and resolved by the Planning Commission of the City of Rancho Cucamonga as follows: 1. This Commission hereby specifically finds that all of the facts set forth in the Recitals, Part A, of this Resolution are true and correct. 2. Based upon the substantial evidence presented to this Commission during the above -referenced public hearings of November 9, 2016, including written and oral staff reports, together with public testimony, this Commission hereby specifically finds as follows: a. The 4.63 acre project site is located on the east side of Rochester Avenue at Stadium Way; and b. The site is presently used as an overflow parking lot for the Quakes Stadium on the west side Rochester Avenue; and C. The project site is within the Industrial Park (IP) and the General Industrial (GI) Districts. To the north is an office complex within the Industrial Park (IP) District. To the south is a light industrial complex within the General Industrial (GI) District. To the west (across Rochester Avenue) is the Rancho Cucamonga Adult Sports Park (Quakes Stadium) within the General Industrial (GI) District. To the east is a utility corridor within the Open Space (OS) District; and d. The Development Code permits public sports facilities within the Industrial Park (IP) and General Industrial (GI) Districts under the Community Centers/Civic Uses category; and e. The proposed Rancho Cucamonga Sports Center includes a single -story 34,994 square foot recreation facility with 3 indoor, high school regulation basketball courts. The facility also includes 3
