Recomendations
Staff recommends that the Planning Commission take
the following actions:
• Adopt a Mitigated Negative Declaration;
• Approve Tentative Tract Map SUBTT19918, Design
Review DRC2014-00732, Minor Exceptions DRC2016-
00657 and -00658 and Tree Removal Permit
DRC2015-00310, through adoption of the attached
Resolutions of Approval with Conditions.

New Mitigation Measure
• The South Coast Air Quality Management District (SCAQMD) has contacted the City
requesting the inclusion of a new mitigation measure related to asbestos emissions.
• New Language: The project shall comply with South Coast Air Quality Management
District Rule 1403 (Asbestos Emissions from Demolition/Renovation) for the
demolition of the existing on -site structure, and all construction equipment shall
comply with SCAQMD Rules 402 and 403.
• CEQA Section 15073.5(c)1 states that recirculation of the MND is not required when
a mitigation measure more effective than the existing mitigation measures.
• CEQA Section 15074.1(c) states that no recirculation of the proposed mitigated
negative declaration is required pursuant to Section 15072, when the new
mitigation measure is incorporated into the project approval.

• January 12, 2011, the Planning Commission approved
Tentative Parcel Map SUBTPM18626.
• Initial approval period was for 3 years. SUBTPM18626 was set
to expire on January 13, 2014.
• AB 116 extended the approval period for an additional 2 years
with a new expiration date of January 13, 2016.
• Time extension DRC2015-01168 was approved on February
10, 2016 by the Planning Commission and extended the
approval period for an addgional 1 year with a new expiration
date of January 13, 2017.
• Subdivision Map Act allows up to 6 years of extensions.
• No changes are proposed.
• 3 lots, ranging from 8,455 to 9,635 square feet.
• The map is in conformance with the Development Code
standards (i.e. lot width, lot depth, lot size).
