HomeMy WebLinkAbout2017-04-26 - SupplementalDRC2017=00249 Sycamore Villas Tentative Tract Map SUBTT16605 Time Extension Request Planning Commission April 26, 2017 Location Map Prior Approvals • On April 12, 2006, the Planning Commission took the following actions: • Recommended the City Council approve the following applications related to the project site: • General Plan Amendment DRC2004-00339. • Development Code Amendment DRC2004-00352. • Approved the following actions contingent upon City Council approval of the above applications: • Tentative Tract Map 16605. • Design Review DRC2003-00637. • Minor Exception DRC2005-01061. • Variance DRC2004-00826. Prior Approvals • On June 21, 2006, the City Council approved the following: • General Plan Amendment DRC2004-00339. • GPA was not incorporated into the 2010 General Plan update. • Development Code Amendment DRC2004-00352. • DCA was incorporated into the 2012 Development Code update. Permits development on slopes 30% or greater when located south of Banyan Street and certain conditions are met. Prior Approvals • On March 23, 2016, the Planning Commission approved DRC2015-01110 for a 1-year time extension for SUBTT16605 extending the Tract Map approval to April 12, 2017. • Related entitlement Minor Development on April 12, 2011. granted. applications (Design Review, Review, and Variance) expired No time extension requested or Approval Time Line • SUBTT16605 Time Line: • April 12, 2006 — 3-year approval to April 12, 2009. • SB 1185 — 1-year automatic extension to April 12, 2010. • AB 333 — 2-year automatic extension to April 12, 2012. • AB 208 — 2-year automatic extension to April 12, 2014. • AB 116 — 2 year automatic extension to April 12, 2016. • March 23, 2016 — 1-year time extension to April 12, 2017. • Current request 1-year time extension to April 12, 2018. • 3 additional 1-year time extension requests are possible. CITY OF RANCHO CUCAMONGA .y! Environmental Review • On April 12, 2006, a Mitigated Negative Declaration of environmental impacts was adopted by the Planning Commission for Tentative Tract 16605. Per CEQA Guidelines Section 15162, no further environmental review or Negative Declaration is required for subsequent projects or minor revisions to projects within the scope of the previously adopted Mitigated Negative Declaration. Conclusion Staff recommends that the Planning Commission approve DRC2017-00249, thereby approving a 1- year time extension request for Tentative Tract Map SUBTT16605. Replace the existing walls along the north and west property lines, except for a small section of existing wall that was recently replaced. 2. Make a good faith effort to work with the property owner at 9128 Base Line Road (east of project sites) to preserve an existing eucalyptus tree along east property line of the project site. 3. Reconstruct the street frontage and related onsite improvements adjacent to the existing driveway at 7272 Beryl Street (west of project site) to rectify existing drainage issue.
