Mayor Michael called the meeting to order at 4:30 p.m. Present were Council Members: Ryan Hutchison, Kristine Scott, Sam Spagnolo, and Mayor Pro Tern Lynne Kennedy and Mayor L. Dennis Michael. Responding to the spread of the Coronovirus (C{lV|D-19). and social distancing requirements, City Manager 8i||inon announced that due to recent changes inthe Governor's Executive Orders, the San Bernardino County Department of Public Health requirements, and to ensure the health and safety of Rancho Cucamonga residents bylimiting contact that could spread the COV|D-1Qvirus, there will benomembers ofthe public inattendance at the City Council/Fire District Meetings and in place of in person attendance, members of the public are encouraged to watch from the safety of their homes live from the City'n vvebsite or on RCTV-3. He stated members of the public wishing to speak during public oommunivation, or on o public hearing item will need to dial in to (000)774-2751 to be added to the queue for comment. City and Fire District Community Engagement Response to COVI D-1 9 Pandemic. Gabrielle CooteUo, Community Affairs Sr. Cnordinator/P|{) and JenniferCannacho-Curba. Community Affairs Officer, presented a PovverPointto City Council highlighting the chy's communications strategy in response to the C{}V|O-19 Pandemic which includes: weekly messages on social media; virtual recreation center; uplifting and family oriented activities; fine prevention tips; support of business community; mental health information via Virtual Mental Health Symposium; sharing County and State critical information and hosting of community events such as the Senior Donation Drive at Central Park and Drive ThruTesting atQuakes Stadium. Mayor Michael announced, due to COVID-19 and social distancing requirements, the Public Communications portion of the meeting will be conducted telephonically. John Tripp thanked the Fire Department for their outstanding performance during the Covid-19 Pandemic and for their hard work on providing best of service and safety for themselves and others; recognized nurses on National Nurses Day; and shared concerns of financial impacts affecting the local business economy and urged council to re- open local businesses. Veronica Hernandez spoke in opposition of item L1. Me. Hernandez encouraged the City Council to adhere to County/ State guidelines in an effort to continue flattening the curve of the Covid-1 9 Pandemic. RESOLUTION NO. 202O-030 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO CUCAK4ONGA, CALIFORNIA, CALLING ON GOVERNOR NEWSOM AND THE STATE LEGISLATURE TO SET ATIMETABLE AND BEGIN REOPENING BUSINESSES |NTHE STATE {}FCALIFORNIA City Manager GiUison introduced the item and presented the item with Deputy City Manager, Administrative Services, Lori Sassoon. They presented a PowerPoint presentation summarizing the proposed Resolution, calling on Governor Newsom and the State Legislature to set a timetable and begin reopening businesses in the State of California. Mr. GiUieon showcased a Covid-19 Chronology of declarations and orders along with current benchmarks such as Stability ofHospitalizations, PPE Inventory, Healthcare Surge Capaoity, Testing Capaoity, Contact Tracing Capability and Public Health Guidance in Plan reporting that California is doing well with the listed benchmarks. Deputy City Manager Samaoon reported the following posihvedaba/statiotioe on Covid-19: there has been a steady decline in the number of daily COVID-19 deaths in California since its peak of 136 on April 22; there are 20.854 hospital beds available to support C{}V|D'19 petiente, nearly ten times the projected amount needed; there are 1'994 ICU beds ovai|ab|e, nearly three times the projected amount needed; and that Rancho Cucamonga has a COVID-19 case rate per 1,000 population of 0.62 which is among the lowest in the County of San Bernardino. Deputy City Manager Sassoon shared economic concerns resulting from the COVID- 19 Pandernic and listed potential impacts of an economic recession. Mr. GiUionn noted that the proposed Resolution recognizes the need to combat both the C0V|D-19 Pandemic and the resulting economic recession and stressed that both threaten the health and well-being of Californians. Mr. Gillison stated that the proposed resolution: Calls on the State to develop a clearly defined, multi -phased plan byMay 22for the reopening ofbusinesses. Council Member Spagnolo asked for clarification on a recent news headline regarding demonstrators protesting Coronavirus lockdown in Rancho Cucamonga and how it relates to the agenda item. City Manager Gillison addressed that the headline/ social media comments implied that the City put the item on the agenda duo to protest but that the item was not a result of the protest. He added that the agenda item had been completed before the protest demonstration occurred and that unfortunately the two were linked together but are not related. Mayor Pro Tern Kennedy thanked City Manager Gillison for addressing concerns of callers by working on a plan to responsibly reopen businesses cautiously with safety guidelines in mind to balance both issues equally. Council Member Scott recommended the City take the next steps in re -opening Victoria Gardens as its open design gives the advantage and opportunity for social distancing and potential opportunity for limited outdoor dining; and recommended the City follow-up with San Bernardino County on restoring businesses. Ms. Scott also suggested that Non -Profit classes such aothe Ma|nnf'a Foundation Wood Working Classes should re -open as class sizes are small and suitable for social distancing. Mr. 8i||ieon agreed that there is a real opportunity to keep non-profit wood working o|oaaee going through the Maloof Foundation as class sizes are small. He noted that Victoria Gardens is on Outdoor K4a|| that can accommodate social distancing through outdoor seating and is designed to be able to close off adjacent streets to provide ample open space for businesses to adhere to social distancing guidelines. Council Member Spagnolo spoke on local control and thanked City Manager Gillison and staff for protecting the community as a whole. COUNCIL ANNOUNCEMENTS Council Member Spagnolo acknowledged the Chamber of Commerce and Cara Mia Italian Restaurant & Bar Chef Sartaj Singh for being innovative and hosting a Zoom workshop cooking program on how to make your own Italian dish at home. He also commended City staff for their recently published "Takeout Tuesday RC" video which displays local businesses offering takeout orcurbside pick-up services. L.3. INTER -AGENCY UPDATES No items.
