LIBRARY SUBCOMMITTEE SPECIAL MEETING MINUTES
The City of Rancho Cucamonga Library Subcommittee held a special meeting on Wednesday,
February 12, 2020, in the Tapia Conference Room located at 10500 Civic Center Drive, Rancho
Cucamonga, California. Mayor Pro Tem Kennedy called the meeting to order at 3:30 p.m.
Present were Council Members Mayor Pro Tem Lynne Kennedy and Kristine Scott.
None.
C1. Approve and file minutes of: May 13, 2019. (Joint Special Meeting)
MOTION: Moved by Mayor Pro Tem, seconded by Council Member Scott, to approve the Minutes
of May 13, 2019.
C2. Discussion of MacMillan eBooks Embargo. (Verbal Report)
Library Director Sowles presented information on the MacMillan eBooks embargo and its impacts
on the Library's ability to provide resources to the community.
Mayor Pro Tem Kennedy adjourned the meeting at 4:07 p.m.

SUBJECT: INTERVIEW OF CANDIDATES TO THE LIBRARY BOARD OF TRUSTEES
RECOMMENDATION:
Interview candidates and recommend selected applicant be appointed by the Mayor and City
Council.
BACKGROUND:
On February 16, 1994 the Council adopted Ordinance 520 establishing the Rancho Cucamonga
Public Library. The ordinance also provides that the public library shall be managed by an
administrative Board of Library Trustees pursuant to Education Section 18900 et seq. The Rancho
Cucamonga Library Board of Trustees is composed of five members tasked with the oversight of
the Archibald Library and the Paul A. Biane Library. Furthermore, the ordinance states that the
Board must consist of five members (holding office for three years), meet once a month and
prepare a written record of its proceedings. There are no limits on the number of terms that may
be served.
Two vacancies will be created on the Board on June 30, 2020 when the terms of current Trustees
Christine DeVries and Janet Temkin conclude. The successful Board applicants will be appointed
to three-year terms ending June 30, 2023.
The City began recruiting for this Board vacancy on June 8, 2020 and the application deadline
was 5:00 pm, June 15, 2020. The received applications are attached.
The City ordinance states that applicants will be interviewed and appointed by the Mayor and City
Council. Once the Library Subcommittee has completed its interviews, the determination and
subsequent recommendation to City Council can be made.

COUNCIL GOAL(S) ADDRESSED:
Providing superior library services to the citizens of Rancho Cucamonga enhances the overall
quality of life in Rancho Cucamonga. It also directly enhances the City's position as the premier
community in our region and fully supports other city-wide initiatives such as Healthy RC.
