Call to Order @ 6:00p.m. The meeting of the Trails Advisory Committee was held on August 10, 2020. The meeting was called to order by Mike Smith at 6:00pm. Committee Members present: Tony Guglielmo, Tony Morales, Mike Smith, Tom Tisler and Carol Douglass. Additional Staff Present: Tabe van der Zwaag, Senior Planner; Dat Tran, Assistant Planner. B. Public Communications Mike Smith opened the public communications and hearing no comment, closed public communications. C. Consent Calendar C1. Consideration to adopt Regular Meeting Minutes of June 10, 2020. Consideration to adopt the Minutes was overlooked and will be brought back for a motion at the next scheduled Trails Advisory Committee meeting. D. Discussion Items D1. ENVIRONMENTAL ASSESSMENT AND TENTATIVE TRACT MAP SUBTT18305 (WEST SIDE OF HERMOSA AVENUE AT VISTA GROVE) — MANNY BADIOLA —A request for site plan review to subdivide a 4-acre parcel of land into 6 residential lots for the future development of 6 single-family residences within the Very Low(VL) Residential District and the Equestrian Overlay District on the west side of Hermosa Avenue at Vista Grove Street; APN 1074-201-01 and 02. Related File: Minor Exception DRC2020-00217, and Tree Removal Permit 2020-00218. A Mitigated Negative Declaration of environmental impacts was prepared for consideration. Tabe van der Zwaag, Associate Planner, presented Committee with an oral presentation (copy on file) The Trails Advisory Committee received staffs report and raised the following concerns: • That the cross-sections showed walls encroaching into the 15-foot-wide trail easement. • That a newer updated step-through gate design should be used for easier equestrian access. Trails Advisory Committee Minutes —August 12, 2020 Page 1 of 2 Final • That the plans should show the double trail access gates at the rear of each lot. • That the proposed wall along the west property line should be replaced with trail fencing with openings to access the existing trail network to the west. The applicant agreed to make all of the above recommend changes to the plans prior to the project being reviewed by the Planning Commission. The project was recommended for approval by the Planning Commission with the above-outlined changes by all the Committee members. E. Identification of Items for the Next Meeting No items were discussed. F. Adjournment Meeting was adjourned at 7:50pm.
