MINUTES

6:00 p.m.
A. Call to Order @ 6:00p.m.
The meeting of the Trails Advisory Committee Special Meeting was held on November 19, 2020. The
meeting was called to order by Mike Smith at 6:00pm.
Committee Members present: Francisco Oaxaca, Tony Morales, Mike Smith, Tom Tisler and Judith
Brennan.
Additional Staff Present: Sean McPherson, Sr. Planner, Dat Tran, Assistant Planner.
B. Public Communications
Mike Smith opened the public communications and hearing no comment, closed public
communications.
C. Consent Calendar
C1. Consideration to adopt Regular Meeting Minutes of June 10, 2020.
C2. Consideration to adopt Regular Meeting Minutes of August 12, 2020.
Motion carried 5-0 vote to adopt the minutes as presented.
D. Discussion Items
D1. Discussion on Trails and Mobility for the General Plan Update.
Sean McPherson presented Committee with an oral presentation (copy on file).
Committee were provided the following questions:
1. Trails — what's working and what's not?
2. What would the TAC like to see in the future?
3. What are constraints (to existing network and future improvements/expansion)?
4. How do we ensure mobility equity throughout the City?
5. What are the best opportunities to integrate pedestrians, bicyclists, equestrian and link to other
community resources (parks, open spaces, etc.)?
1. Tisler: Felt that the PE trail is a huge benefit to the City, should be proud of this and look to capitalize
on popularity. Expressed desire to establish similar north -south connection points in order to expand
trail network into southern part of City. Also expressed interest that they City should look into regional
north -south connections with Ontario.
2. J. Brennan: Stated the following.
a. For "What's Working?" She felt that the Community Trails fits into the "health" core value of
the City. She also felt that the trails fit into the "equity" core value from an aesthetic perspective
in that the white trail fences are synonymous with Rancho Cucamonga. Perhaps this aesthetic
can be expanded throughout City? She has also observed an increase in popularity of trail
system, particularly with 3-wheel "all terrain strollers."
b. "What's not working:" Diagonal street crossings for equestrian (first implemented in the 70s
and 80s; high curbs are an impediment to horses; connectivity for equestrian is generally poor;
water run-off in multiple locations causes trail deterioration.
c. Judy also expressed desire for wider openings at equestrian trail access points; noted that in
her opinion the City's best opportunity is to "pre -plan" development with the trail network in
mind. Expressed opposition to gated "enclaves" as she sees these as divisive and preventing
equity of access (shared her opinion that gated communities create "us v. them" feelings within
the community.)
d. She also shared her opinion that zoning is a "beneficial" constraint, in that it keeps denser
development out of lower -scaled single-family neighborhoods. She also generally expressed
an opposition to denser development in general.
e. She concluded her remarks by stating that views are an important characteristic of the City.
She noted how certain streets provide amazing views of the mountains and that this should
be maintained.
3. Morales: Feels that ped trails throughout Terra Vista and Victoria neighborhoods are very nice and
very important community benefits, would like to see this expanded; noted that the trails system is
limited by "locked gates," which I believe was in reference to gated communities. He also expressed
that he felt that bike lanes along Jersey are not working, as this is a higher vehicular area and bike
lanes could create conflicts. Other comments included:
a. Requested that the Etiwanda Heights plan incorporate large shade trees along planned trails;
4. Gugliemo: Expressed the benefits of the Baker/Foothill parking area for the PE trail. Discussed
possibility of having public parking elsewhere to promote usage. Specifically noted that southwest
would benefit from such an amenity, well -lit, with defined entrances to trail system; also noted the
importance of improving north -south connections
E. Identification of Items for the Next Meeting
No items were discussed.
F. Adjournment
Meeting was adjourned at 7:OOpm.
