October 6, 2020

A. CALL TO ORDER
The City of Rancho Cucamonga Public Art Committee held a regular meeting on Tuesday, October 6, 2020 by
teleconference due to the Governor's Executive Orders, the San Bernardino County Department of Public Health
requirements, and to ensure the health and safety of Rancho Cucamonga residents by limiting contact that could
spread the COVID-19 virus. Chair Leslie Matamoros called the meeting to order at 5:09 p.m.
Present were Committee Members: Bryan Dopp, Jaymie Leslie, John L. Machado, Jr., Leslie Matamoros, and Paula
Pachon.
Also present were Erika Lewis -Huntley, Management Analyst III; Jennifer Nakamura, Management Analyst II;
Sean McPherson, Senior Planner; and Monica Mahoney, Consultant with Gemini Projects.
B. PUBLIC COMMUNICATIONS
No public communications were made.
C. COMMITTEE BUSINESS
C1. Consideration to approve the minutes of August 4, 2020.
MOTION: Moved by Jaymie Leslie, seconded by Paula Pachon, to approve meeting minutes of August 4,
2020.
C2. Update on the status of the Public Art Fund.
Erika Lewis -Huntley, Management Analyst III, provided an update on the status of the Public Art Fund balance
and reported $136,289 has been received to date.

C3. Consideration of Public Art donation.
Sean McPherson, Senior Planner, and Jennifer Nakamura, Management Analyst III, provided a report on the
background of the public art donation. They shared that the Planning Commission approved a proposal for a
new warehouse/office building which requires participation in the Public Art Program. The developer
commissioned an artist to create artwork for the project site, however, due to unforeseen issues related to the
configuration of the site, the applicant is no longer able to install the piece on site. To satisfy the art
requirement, the applicant requested to donate the art to the City. Staff recommends that the Public Art
Committee make a recommendation to the City Council to accept the art donation. If approved by the City
Council, staff shared that they will work with the Public Art Committee on site selection. Discussion ensued
regarding the art piece and Committee members requested clarification and additional information on several
significant issues including art piece specifications and dimensions of the material used, type of paint, cost of
installation, annual maintenance costs, storage plan, and timeline for installation if approved. Committee
members shared their support for the donation, however, were clear that they wanted to ensure that the City
Council had all the necessary and relevant information to make an informed decision. Planning staff shared that
they will gather all of the information to share with the City Council as part of the staff report for consideration
of approval to accept the art donation. Staff will also share the findings with the Public Art Committee.
Committee members shared their desire to be a part of the site selection process if approved by City Council.
MOTION: Moved by Jaymie Leslie, seconded by Bryan Dopp, to recommend that the City Council accept the
subject art piece for donation.
C4. Discussion of the Public Art Strategic Plan.
Monica Mahoney, Founding Director of Gemini Projects and consultant for the Public Art Strategic Plan,
reviewed outcomes thus far in the strategic planning process. Monica shared that community outreach will be
put on hold until the new calendar year due to the General Plan outreach and the potential for survey and online
meeting fatigue by the community. In the meantime, Monica will work with City staff to prepare for the Phase 2
community outreach launch in 2021. Monica will work with City staff to develop a dedicated webpage, logo,
informational video, social media plan, and virtual/online interactive community meetings.

Chair Leslie Matamoros adjourned the meeting at 6:25 p.m. The next Public Art Committee Meeting will be
December 1, 2020 at 5:00 p.m.
