The meeting of the Historic Presentation Commission and Planning Commission was held on March 24, 2021. The meeting was called to order by the Chairman at 7:00 p.m. A. Roll Call Planning Commission present: Chairman Tony Guglielmo, Commissioner Bryan Dopp, Commissioner Tony Morales, Commissioner Diane Williams. Absent: Vice Chair Francisco Oaxaca Staff Present: Nicholas Ghirelli, City Attorney; Dat Tran, Assistant Planner; David Eoff, Senior Planner; Jennifer Nakamura, Management Analyst II; Mike Smith, Principal Planner; Brian Sandona, Senior Civil Engineer; Tabe van der Zwaag, Associate Planner; Griffin Sproul, Planning Technician. B. Public Communications Chairman Guglielmo opened for public communications and hearing no comment, closed communications. C. Consent Calendar C1. Consideration to adopt Regular Meeting Minutes of March 10, 2021. C2. A Resolution Of The Planning Commission Of The City Of Rancho Cucamonga, California, Denying The Appeal And Approving Hillside Design Review Drc2020-00016, A Request To Construct A 3,300 Square Foot Single -Family Residence With Two Separate Attached 2- Car Garages Totaling 1,063 Square Feet On A Vacant Property Of 15,601 Square Feet (0.36-Acre) Within The Low (L) Residential District And The Hillside Overly District Located At 8005 Camino Predera; And Making Findings In Support Thereof —APN: 0207-631-06. Motion by Commissioner Williams, second by Commissioner Dopp. Motion carried 4-0-1. Absent: Vice Chair Oaxaca. D. Public Hearings D1. HILLSIDE DESIGN REVIEW DRC2020-00219 (LOCATED AT 11022 RANCH DRIVE) — JOUD CONSTRUCTION COMPANY, INC —A request for site plan and architectural review of a 6,098 square foot two-story single-family residence with an attached 762 square foot garage and 525 square feet of attached covered areas on a 23,044 square foot lot within the Very Low (VL) Residential District, the Hillside Overlay and the Equestrian Overlay at 11022 Ranch Drive - APN: 1074-561-16. This item is exempt from the requirements of the California Environmental Quality Act (CEQA) and the City's CEQA guidelines under CEQA Section 15303 — New Construction or Conversion of Small Structures. Griffin Sproul, Planning Technician, presented Commissioners with a Staff Report and with a PowerPoint presentation (copy on file). Chairman Guglielmo asked the Commission if there were any questions for staff on the Public Hearing item. Commissioner Dopp asked if the proposed house is larger than some of the houses in the neighborhood. Griffin Sproul answered the houses in the vicinity are very large homes of similar sizes and design on large lots. The surrounding lots are about 20,000 sq. ft. in area. Commissioner Williams asked about the height of the house relative to the curb at the street. Griffin Sproul responded that the house was within the required building envelope at the front setback as described in the Development Code. With no further questions from the Commission, Chairman Guglielmo opened the public hearing. Yousef Audi, Applicant, was present but offered only generally comments. David Layne property owner immediately to the east of the project site, expressed concern about the size of the house and privacy due to the house being 2-stories. He requested two modifications: 1) revise the "open" railing of the balcony on the east side of the house by making it a solid screen; and 2) reduce the size of the bedroom windows on the east elevation. Paul Bardos commented on the development standards for the project and how they were being applied to it relative to how they were being applied to HDR projects along Camino Predera. He wanted the Commission to explain how they conducted their analysis. With no more comments from the Public, Chairman Guglielmo closed public hearing. The Commission asked staff to respond (provide answers) to the comments from the public. Staff response to Mr. Layne's comments was the project met the standards of the Development Code and that there were no requirements applicable to privacy. Asked staff about the size of the houses in the area. Staff answered that the houses in the vicinity are generally similar to that of the subject proposed house. No changes to the project were requested by PC. In response to Mr. Bardos' comments, Nicholas Ghirelli, City Attorney, pointed out that the focus of tonight's public hearing was on the subject project and not on a topic (or another project) that is not on the agenda. Commissioner Dopp stated when you buy a home and there is a vacant lot next to you, there is an expectation something will be built. He said efforts of the (applicant on behalf of) owner have been reasonable. Given the conditions read in the staff report, he is in favor of this project. Commissioner Morales concurs with Commissioner Dopp and is also in favor of the project Commissioner Williams stated it meets all the codes and standards and approves project. Absent: Vice Chair Oaxaca. E. General Business - None F. Director Announcements - None G. Commission Announcements Commissioner Dopp shared information on a working group he is involved in with the local government and mentioned they are putting together housing in California which is scheduled for next Wednesday, 3/31 @ 2:00 p.m., if fellow commissioners are interested. He also asked about the status of the Camino Predera development standards. Mike Smith, Principal Planner, stated that there was no recent activity but that work on the standards would be reactivated in the future (no timeline for this was given). H. Workshop - None I. Adjournment Motion by Commissioner Williams, second by Commissioner Morales to adjourn the meeting, motion carried 4-0-1. Absent: Vice Chair Oaxaca.
