Call to Order @ 6:00p.m. The meeting of the Trails Advisory Committee meeting was held on March 10, 2021. The meeting was called to order by Mike Smith at 6:00pm. Committee Members present: Tony Guglielmo, Tony Morales, Tom Tisler and Judith Brennan. Public Communications Mike Smith opened the public communications and hearing no comment, closed public communications. C. Consent Calendar C1. Consideration to adopt Regular Meeting Minutes of November 19, 2020. Motion carried 4-0 vote to adopt the minutes as presented. D. Discussion Items D1. ENVIRONMENTAL ASSESSMENT AND TENTATIVE TRACT MAP SUBTT20334, DESIGN REVIEW DRC2020-00139, MINOR EXCEPTION DRC2020-00141 AND TREE REMOVAL PERMIT DRC2020-00140 (LOCATED ON THE EAST SIDE OF EAST AVENUE AND SOUTH OF BANYAN STREET) — MANNING HOMES -A request to subdivide 10.24 acres of land into 17 lots including the Design Review of 17 single-family residences, a Minor Exception for increased wall heights and a Tree Removal Permit to remove onsite trees for a project site located on the east side of East Avenue and south of Banyan Street in the Very Low (VL) Residential District (.1 - 2 Dwelling Units per Acre) of the Etiwanda Specific Plan and the Equestrian Overlay District; APNs: 0225-191-09 and -17. Trails Advisory Committee Meeting Minutes — March 10, 2021 Page 1 of 3 Draft The Committee received comments from the one resident in attendance who raised issues related to the use of the optional development standards. The resident stated that they were opposed to the use of the optional standards as it would eliminate the possibility of keeping horses and that the Etiwanda Community Plan required a 20-foot wide greenway for all project using the optional standards. The Committee was generally in support of the project and only raised the following issues related to the proposed private equestrian trails: • That the step-through gates at each end of the trail should have a minimum of 36 inches between the wood bollards for easier equestrian access. • That a condition of approval should be included with the project approval that states that the proposed equestrian trail cannot be blocked for any purpose. Staff stated that they would investigate whether there would be any negative ramifications from widening the distance between the bollards and that they would add the required condition of approval. The applicant stated that they would increase the dimension of the trail easement to be 20 feet wide (including a landscape area adjacent to the equestrian trail) to comply with the greenway standard. The Trails Advisory Committee recommended that the project be forwarded to the Planning Commission for approval. D2. TENTATIVE TRACT MAP SUBTT18012-1 (LOCATED AT 12774 BANYAN STREET) — EGL ASSOCIATES, INC. - A request to subdivide a vacant 6.96-acre parcel into 9 residential lots for the future single-family development within the Estate Residential (ER) District of the Etiwanda Specific Plan, Equestrian Overlay located at 12774 Banyan Street; APN 0225-111-07. Related Files: Specific Plan Amendment DRC2016-00730 and Tree Removal Permit DRC2018-00898. A Mitigated Negative Declaration of environmental impacts is being prepared for consideration. Vincent Acuna, Associate Planner, presented Committee with an oral presentation (copy on file). Trails Committee Member Brennan approved of the trails design but suggested that the entrance to the feeder trail on the southwest corner of the project be converted from a curb to a ramp to allow easier vehicle access. She also suggested to make the step-throughs at the feeder trail entrance at least 36-inches wide for easier access. Additionally, she also suggested that City staff explore the possibility of connecting the feeder trail that loops around the project perimeter to Amber Lane. Principal Planner Smith explained that Amber Lane is a private street, but that staff will explore the possibility of connecting the project's feeder trail to Amber Lane with the Engineering Department. The Trails Advisory Committee recommended that the project be forwarded to the Planning Commission for approval, provided that Trails Committee Member Brennan's suggestions (above) be explored by the Planning Department for implementation. Associate Planner Acuna noted the recommendation and told the Trails Advisory Committee that the Planning Department will explore the feasibility of these three suggestions and coordinate with the Engineering Department. DRC2020-00438. Site Characteristics: The undeveloped project site is located on the southeast corner of Banyan Street and East Avenue. The site is approximately 20,226 square feet with dimensions of approximately 171 feet along the north to south property lines and approximately 143 feet from east to west property lines. Street improvements, including curb, gutter, a Community Trail, and a sidewalk will be constructed along Banyan St. as part of this project. The existing Land Use, General Plan and Zoning designations for the project site and adjacent properties are as follows: Land Use General Plan Zoning Site Vacant Parcel Very Low Very Low (VL) Residential District North Single-Family Residence / Very Low Very Low (VL) Residential School District South Single-Family Residence Very Low Very Low (VL) Residential District East Single-Family Residences Very Low Very Low (VL) Residential District West Single-Family Residences Very Low Very Low (VL) Residential District *Etiwanda Specific Plan &Equestrian Overlay District Project Overview: The applicant proposes to construct a 2,641 square foot single-family residence with an attached 751.75 square foot 3-car garage, a 352 square foot front porch, and a 630 square foot patio cover on a vacant property in the Very Low Residential (VL) District, Equestrian Overlay District and within the Etiwanda Specific Plan, located at the southeast corner of Banyan Street and East Avenue. The proposed single-family home will feature a Craftsman influenced architectural style. The materials used on the home include white smooth stucco, decorative stone veneer, decorative guard rails, slate roofing, gabled wood siding, and trim molding around the windows. A circular driveway with decorative pavers is being proposed and will be accessed through Banyan Street. The General Plan states that new development within the Equestrian Overlay District are required to provide community and local trails for equestrian use. Similarly, Section 5.33.301 of the Etiwanda Specific Plan states: TAC COMMENTS DRC2020-00438—AEC MORENO June 9, 2021 Page 2 Feeder Trails: Feeder trails for equestrian use shall be required as a condition of project approval in the EQ/OL District. Such trails shall be located within easements and shall be designed to provide access to each lot or site intended for equestrian use. The project site is largely surrounded on the south and east by underdeveloped property. While the applicant could construct the required trail segment, it currently wouldn't lead to anywhere. Considering these circumstances, and in order to avoid a trail segment would be of no practical use, and possibly neglected over time, staff proposes to allow the applicant to record, i.e. establish, an easement for trail purposes (only) as a condition of approval. This would be in lieu of constructing the trail segment and associated improvements such vehicle gates and horse step throughs. This easement will be permanent and will ensure that when the surrounding properties develop, and trail segments are constructed on those properties, then the option would be available for the trail network to be completed. The proposed easement will have the minimum dimensions necessary to comply with the City's technical and design standards for trails. Staff notes that the subject property is configured such that the trail could be located either running north to south along the east property line of the subject lot, or east to west along the southern property line. Allowing the applicant to install an easement now is a logical solution to addressing the potential for there to be a dead-end trail that wouldn't be used. Requiring the applicant to establish an easement now would allow the trail network to be completed altogether at a later date. The easement would prevent any new permanent construction that required a building permit to occur over it thereby maintaining the area for the trail until such time that the improvements will be installed. Major/Secondary Issues: None (Recommend Approval of the alternative solution proposed by staff which involves the establishment of an easement with trail improvements deferred to a later date; or ❑Recommend denial of staff's alternative solution and recommend that the applicant construct the trail improvements now; or ❑Recommend approval with modifications to the local feeder trail by incorporating revisions requested by the Committee. Follow-up review by the Committee is not required.
