Call to Order The meeting of the Design Review Committee was held on September 14, 2021. The meeting was called to order by Sean McPherson, Acting Staff Coordinator, at 7:04 p.m. Design Review Committee members present: Diane Williams, Bryan Dopp - Alternate Francisco Oaxaca - Absent Staff Present: Sean McPherson, Senior Planner; Tabe van der Zwaag, Associate Planner. B. Public Communications Staff Coordinator opened the public communication and, after noting there were no public comments, closed public communications. C. Consent Calendar C1. Consideration to adopt Regular Meeting Minutes of June 1, 2021. (No meetings on June 15th and July 6th.) Motion carried 2-0 vote to adopt the minutes as presented. D. Project Review Items D1. LOCATED ON THE EAST SIDE OF ETIWANDA AVENUE AND SOUTH OF WHITTRAM AVENUE -– SERGE BONALDO FOR BERNELL HYDRAULICS - A request for site plan and architectural review of a 21,221 square foot industrial building on 2.87 acres of land in the Neo Industrial (NI) District. This item is exempt from the requirements of the California Environmental Quality Act (CEQA) and the City’s CEQA guidelines under CEQA Section 15332 – Infill Development Projects. APN: 0229-162-15. Design Review (DRC2021-00166). The Design Review Committee received staff’s report and stated that the project was well designed and recommended that the project move forward to the Planning Commission for final review. Adjournment Meeting was adjourned at 7:15 p.m. Respectfully submitted, ________________________ Elizabeth Thornhill Executive Assistant, Planning Department Approved: DESIGN REVIEW COMMENTS November 30, 2021 7:00 p.m. Dat Tran, Assistant Planner ENVIRONMENTAL ASSESSMENT AND SITE DEVELOPMENT REVIEW DRC2021-00043 – AT HOME – A request for architectural review of a redesign of a portion of an approximately 181,853 square foot existing anchor tenant commercial building and signage located south of Foothill Boulevard and west of Interstate 15 (I-15) in the Regional Related Commercial (RRC) District in the Victoria Community Plan; APN: 0229-021-74. This item is exempt from the requirements of the California Environmental Quality Act (CEQA) and the City’s CEQA guidelines under CEQA Section 15301 – Existing Facilities. Site Characteristics and Background: The project site is a retail building within a 42.6-acre commercial center, Foothill Crossing, located south of Foothill Boulevard and bounded by the Day Creek Channel to the west and Interstate 15 (I-15) to the east and south. Day Creek Boulevard bisects the commercial center and provides primary access to/from Foothill Boulevard. The subject commercial center faces existing commercial centers, Victoria Gardens and Victoria Gateway Center, to the north on the opposite side of Foothill Boulevard. These commercial centers have numerous tenants of similar intensity. Also, all of the identified commercial centers contain buildings of various sizes that have diverse architectural themes, design features/elements, and color schemes. The commercial center consists of 16 pad buildings of approximately 314,500 square feet of combined floor area. The main anchor tenant building onsite is a181,853 square foot building formerly occupied by Sears Grand. Shortly after the building became vacant, an interior east- west demising wall was constructed that divided the interior of the building into two independent spaces. The south “half” of the building, consisting of 81,001 square feet of floor space, is currently occupied by home improvement retailer Floor & Décor. Floor & Décor began occupancy of the space in February 2021. Floor & Décor only proposed minor modification to the existing architecture/fascia of their part of the building. The changes to the exterior of the building included adding doorways for access. Minor exterior changes of this nature are not subject to the Site Development Review process and only require a ministerial, i.e. building, permit. Project Overview: The applicant, At Home, is proposing to occupy the remaining north “half” of the building, consisting of 100,852 square feet of floor space. The breakdown of the floor space for At Home is as follows: Floor Space Sq. Ft. Use Sales Floor 72,356 s.f. Area used to display merchandise and conduct retail sale to general public. Office Office for employee use. Automotive Shop Currently no planned use. Garden Center 10,290 s.f. Temporary storage of seasonal products. Receiving Dock Area 4,135 s.f. Dock area to receive product deliveries. Total 98,636 s.f. DRC COMMENTS SDR DRC2021-00043 – AT HOME November 30, 2021 Page 2 In addition to interior tenant improvements, the applicant is proposing to modify the architecture of the building to reflect a modern architectural style. The modifications will include the removal of the existing Mission Revival-style architectural features such as bell towers, arch windows, and a decorative parapet. Removed features will be replaced with a geometric and straight-line architectural building form. The proposed storefront will be improved with a new sand-finished wall and glass entrance façade. Design of new flat-top tower elements flanking the entrance façade and at the corners of the building provide a break between the existing Floor & Décor frontage, which will maintain the existing Mission Revival style separate from At Home’s frontage. The existing stucco walls will be painted modern gray, further differentiating from Mediterranean earth-tone colors. Metal roofing, trims and coping will be installed on the building to provide visual interest. Lastly, the loading doors on the former Sears Auto Center portion of the building will be removed and sealed with new wall panels finished with matching stucco. In addition to the architectural changes proposed, the applicant is proposing to install new signage at the front and sides of the building. Per the current Uniform Sign Program for the center, all anchor tenant signs are reviewed by the Design Review Committee. The Uniform Sign Program does not limit signage size for anchor tenants such as At Home. Appropriate sign size is determined by the Design Review Committee. At Home is proposing 3 wall signs and 2 monument signs similar in scale to Sears’ signage. All building wall signs will be internally illuminated channel letters. DRC COMMENTS SDR DRC2021-00043 – AT HOME November 30, 2021 Page 3 Staff Comments: Staff supports the proposed redesign of the building. The building redesign incorporates high quality veneer materials and building forms consistent with modern architectural style. The design also blends well with the architecture of the existing building, providing clean separation between the existing traditional Mediterranean style of the Floor & Décor side of the building and the modern At Home side of the building. Overall, the building meets the City’s architectural standards for commercial developments. Staff also supports the proposed signage for At Home. Per the City’s Municipal Code, retail spaces with fewer than 100,000 square feet of floor space are limited to a maximum sign size of 150 square feet. Although At Home’s floor area is less than 100,000 square feet, the size of the floor space is close to 100,000 square feet (98,636 s.f.). Per the City’s Development Code, retail establishments over 100,000 square feet may have total of 6 signs with a maximum area of 1:1 s.f. lineal frontage ratio. Per the Development Code, a 100,000+ square foot building with At Home’s lineal frontage would be permitted to have up to 1,097 square feet of signage. At Home is proposing approximately 529 square feet of signage and the sign sizes are generally consistent with Sears’ approved sign sizes. Major Issues: The following design issues will be the focus of Committee discussion regarding this project: None. Secondary Issues: Once all the major issues have been addressed, and time permitting, the Committee will discuss the following secondary design issues: None. Policy Issues: The following items are a matter of Planning Commission policy and should be incorporated into the project design without discussion: None. Staff Recommendation: Staff recommends that the Committee review the Design Review application and provide comments as warranted. If the Committee finds the project acceptable, staff recommends the proposed Site Development Review project be forwarded to the Planning Director for their review and approval. ☒Recommend Approval of the design of the project as proposed by the applicant. ☐Recommend Approval with Modifications to the design of the project by incorporating revisions requested by the Committee.
