HomeMy WebLinkAbout2022-120 - Resolution • RESOLUTION NO. 2022-120 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO CUCAMONGA, CALIFORNIA, ADOPTING THE MEASURE I FIVE-YEAR CAPITAL IMPROVEMENT PLAN FOR FY2022/2023 THROUGH FY2026/2027 WHEREAS, San Bernardino County voters approved passage of Measure I in November 2004, authorizing the San Bernardino County Transportation Authority to impose a one-half of one percent retail transactions and use tax applicable in the incorporated and unincorporated territory of the County of San Bernardino; and WHEREAS, revenue from the tax can only be used for transportation improvement and traffic management programs authorized in the Expenditure Plans set forth in Ordinance No. 04-01 of the Authority; and WHEREAS, the Strategic Plan requires each local jurisdiction applying for revenue from the Local Street Program to annually adopt and update a Five-Year Capital Improvement Plan; and WHEREAS, California Public Utilities Code 190300 and Ordinance No. 04-01 require each local jurisdiction to maintain General Fund expenditures for transportation- related construction and maintenance activities at the required Maintenance of Effort base year level in each fiscal year of the adopted Five-Year Capital Improvement Plan, which for the City of Rancho Cucamonga is $2,225,757. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RANCHO CUCAMONGA, CALIFORNIA HEREBY RESOLVES, that the Measure I Five-Year Capital Improvement Plan, attached to this resolution as Exhibit A, and the Measure I Capital Improvement Plan Expenditure Strategy — Fiscal Year 2022/23 thru 2026/27 (Exhibit B) are hereby adopted. The Expenditure Strategy is not intended to be a narrative description of the projects listed in the Capital Improvement Plan. Instead, the Expenditure Strategy should provide the policy approach adopted by the Council for the expenditure of Measure I funds. The jurisdictional Expenditure Strategy provides an opportunity to document circumstances or analyses which are not otherwise apparent when reviewing the Measure I Capital Improvement Plan. You must include the strategy as part of the annual Capital Improvement Plan adopted by your governing body. The Measure I Capital Improvement Plan Expenditure Strategy for the expenditure of Measure I funds will use the City's General Plan Circulation Element as its basis. The City currently has an estimated carryover balance of approximately $4.9 million in the Measure I Local Street fund and anticipates approximately $4.5 million in new revenue for Fiscal Year 2022/23. In this next fiscal year, the City is planning to use approximately $3.6 million on local street capital projects and programs as follows: Type of Improvement Estimated Cost Percentage FY 2022/23 Maintenance, Rehabilitation, and Repair of $1.9 million 53% Existing Roadways Traffic Signal Improvements, Pavement ° Striping, and Maintenance $1.2 million 33/° Concrete Services (ADA, Repairs and ° Sidewalks) $500,000 14/o The remaining revenue estimated at approximately $900,000 is being accumulated for future projects.
