The City of Rancho Cucamonga and Acts
Concerts are co-sponsoring a Chicago Concert
at the Epicenter on Tuesday, September 12,
1995 at 8 p.m.
Chicago has become one of the biggest enter-
tainers over the '70s, '80s, and '90s. The
Grammy Award winning group appeals to
audiences of all ages with their renown vocal
and brass arrangements.
The City and Acts Concerts are committed to

Task Force Tackles Tough Issues In Their First 6 Months
PROJECT OVERVIEW
The Route 30 Corridor is proposed as
a major new east-west transporta-
tion facility extending from 2.3 miles
east of route 210 in Los Angeles County
to 1.1 miles east of Route 215 in San
Bernardino County. This Route 30
Corridor traverses 282 miles through
the communities of La Verne,
Claremont, Upland, Rancho
Cucamonga, Fontana, Rialto, and San
Bernardino. The Route 30 Freeway has
been designated as part of the
California freeway and expressway sys-
tems for over 35 years.The project, as
proposed, would provide three general
purpose lanes, plus one high-occupan-
cy vehicle (HOV) lane in each direction.
County voters indicated their approval
of the project through the passage of
Measure I which will provide funding
for the project. Land use planning deci-
sions made in Rancho Cucamonga
were made with the expectation the
facility would be built. In responding to
the challenge of this massive public
works project, the Rancho Cucamonga
City Council, in October 1994, appoint-
ed a sixteen member task force to exam-
ine the issues and make recommenda-
tions to the City Council.

The critical component of the freeway
construction would require the acquisi-
tion of approximately 17 properties in
the Sapphire freeway area and would
cost approximately 17 million dollars
more than other alternatives. The Task
Force felt their recommendations would
provide a more aesthetically pleasing
design and would be more acceptable to
residents in the area.
The recommendations of the Task Force
marks a critical point in the design of the
freeway. The profile is perhaps the most
significant issue affecting the communi-
ty. Through the efforts of the City
Council and the Task Force, Caltrans,
who is designing the project, is redesign-
ing the recommended profile. After a
summer recess, the Task Force will con-
tinue its deliberations in September.
FUTURE ISSUES
The task force will be studying the
number and location of inter-
changes in the community and the
phasing for the freeway construc-
tion. The initial recommendation for
Caltrans and Sanbag is to construct
the freeway from I-15 to Haven
Avenue. The remainder of the free-
way, from Haven to the Los Angeles
County line, will be built as funding
permits. The initial construction
work is scheduled for Fall 1997, and
will be the construction of the I-15
Route 30 interchange on the eastern
border of the City. Further construc-
tion will be scheduled depending
upon funding, approval of plans and
acquisition of right-of-ways.

literacy services beginning in October 1995. Funded by
a grant award from the California State Library, the

patrons 17 years and older.

support students in all their curriculum needs. From Mission
books to dinosaurs to the days of the Gold Rush, good students
know the importance of using the library to help produce stel-
lar reports to earn that "A".
Currently, the library owns more than 28,000 children's titles
and over 48,000 adult book titles. But somehow, in the crunch
of the school year, that isn't enough.
The school, the student and the library all work as a team. For
the best results, keep in mind the following guidelines during
the school year:
1 Try to bring a written copy of the assignment to the
library.
Sometimes the Librariari can help the student understand what
the teacher really wants included in the assignment.
2 Be prepared to use resources in the library or photocopy
necessary information.
School assignments are often given to hundreds of students at
once. It would be impossible for the library to carry a book on
the subject for each student. Special reference collections that
must be used in the library are created to help all the students
working on a particular subject at the same time.
3 Don't wait until the last minute! Start early on a project
or assignment.
Frequently needed books are checked out and other students
are using the library copies of key materials. Students that start
early on their report are able to reserve essential titles, work
with new reference sources and spend more time creating a
specialized magazine list to really wow that teacher!
And parents...encourage the student to ask the Librarian
4 for help.
And please, 1� ease see that the student performs his or her own
research. Many class assignments are made to help the child
learn to use a modern library.

Cucamonga Public Library and pro-
ceeds from the sale of inerchandise go
to benefit the Library. Material can be
either new or used and for adults or
children. Donations can be dropped

The Rancho Cucamonga Public
Library is proud to announce a
donation of $10,000 from The
Friends of the Library. The donation
was made to the Library Board of
Trustees at its July meeting.
The Friends have raised thousands
of dollars since opening their book-
store at the library in January. The
library will use the donation to add
to their collection of books, tapes
and other materials.

If you have a computer and a modem, it's easy to access the Rancho Cucamonga
Public Library dial-up on-line catalog, by dialing (909) 989-8277. The settings
required are: N-8-1, and we use a VT 100 emulation. Once connected you will
need to press the ENTER key to initiate the log in prompt. When the log in
prompt appears, type: library and press the ENTER key. The Library's Main
Menu will appear on your screen, allowing you to browse for books or look up
key community groups, organizations and telephone numbers.
Who handles barking dogs? From the main menu screen select "COMMUNITY
INFORMATION FILE". Type "barking dogs" as a key word search. You found
it!
Now, as long as you're up anyway, why not read the latest articles on how to
battle insomnia? For those who subscribe to the service, the Library offers full
text on line of many of the magazines they own. Titles available include
American Health, Time, U.S. News; Journal of American Medicine and many

A DAY AT THE CITY'S PLANNING DEPARTMENT
Have you wondered about city planning? What does the Planning Department do? What kind o f services do
planners provide? If Hollywood were to make a movie about planning, the script might look something like this
(with Tom Hanks or Meg Ryan playing the role o f the planner o f course).
Scene 1: at the Receptionist's desk
Directing all incoming calls to the right person in the Planning Department.
Receptionist: Good morning, City of Rancho Cucamonga Planning Department.
Caller: I want to add to my liouse. Can I build all the way to the property line?
Receptionist: Sir, let me direct you to a planner who can answer your questions.
Caller: My neighbor constantly has 2 or 3 cars parked on the front lawn and they are
being worked on (repair). Is this allowed?
Receptionist: Sir, our Code Enforcement staff 1landles this type of problem. Would you
like to speak to one of them?
Caller: Yes, please.
Scene 2: at the Planning counter
A contractor comes into City Hall. He wants a building permit in the morning so he can start the swimming pool and
patio cover work immediately at the job site. He came over to the planning counter after he was told that he needed
approval from the Planning Department. �
Receptionist: Sir, may I help you? ��
Contractor: Yes. I need planning approval for a building permit. ��,
Receptionist calls a planner to come to the counter. °

Contractor: I need approval for a swimming pool and patio cover. �-
Planner: May I see your plans? (Planner checks the setback of the swimming pool from the property line, the heiglzt of
the patio cover, and the amount of lot coverage.) Sir, the plan shows a 3-foot setback for the swimming pool but our
Zoning Code requires 5 feet. The height of the patio cover and the lot coverage meet the Code's requirements. I can mark
on your plans to show the required setback instead of asking you to revise the plans. Will that be acceptable? (With an
affirmative answer, the planner notes the new setback and approves the plans and the building permit.)

Staff inembers from Planning, Engineering, Building &
Safety, Fire, Sheriff, and Traffic meet weekly to review the
completeness of new development applications. Their dis-
cussions concentrate on whether the development propos-
als meet development standards and whether tllere are site
planning, circulation, grading, landscaping, public safety
concerns, or neighborhood compatibility issues that need
to be addressed by the applicant.

Scene 4: Back at the counteY
The planner is giving out information to a broker and then a
resident.
Broker: I have a client who is interested in moving his busi-
ness to the City. He provides an answering service for his
clients and is interested in a location near the corner of Sixth
Street and Hermosa Avenue. Is this use allowed?
Planner: Let me check the zoning for this address. The loca-
tion is zoned General Industrial, Subarea 5, and your client's
business is classified 'Business Support Services" which is
permitted in this subarea. Your client needs to obtain a busi-
ness license. If any improvements to the leased space are
needed, a building permit is also necessary.
Scene 5: at the 1'lanning I�epartment's
conference room
A planner and engineer are in'a meeting with a developer
and real estate broker. The developer wants to know what
it would take to change the land use from industrial to com-
mercial for a 30-acre site located on Foothill Boulevard.
Developerr I have a potential user for this site, a major retail
store. I know I have to ask for a change in the zoning from
industrial to commercial. Will the City support such a
change?
Planner: A change in land use first requires a General Plan
Amendment. To answer your''question on whether the City
will support the change,'we have to ask these questions:
Why is this site superior to others for retail? Does the City
need more commercial land? Will the change aFfect the
vacant'commercially zoned land already available? A mar-
ket analysis may be required to find the answers so that our
Planning Commission and City Council can decide the
issue.
Resident: I live on a half-acre lot. I am interested in
adding a granny unit. Are there any regulations?
Planner: In this City, a"granny flat" is called a second
dwelling unit. A second dwelling unit may be permitted
if the lot you own or li�e on is zoned Very Low or Low
Residential District. A Conditional Use Permit (CUP) is
required. The purpose is to make sure the unit meets the
setback, height, and building coverage regulations and
that it would not have a negative impact on the neighbor-
hood. The maximum size for the unit is 1,200 square feet.
The unit can be detached or attached to the main house.
Here is a copy of the Code on this subject, the application
form, the fee requirements, and a checklist to guide you in
preparing the necessary plans and information for the
application. If you need help in putting the package
together, please call us or stop by.
Scene 6: at the Rains Room
The Design Review Committee members arrive as well as
the developer and his design team, an architect and engi-
neer. They are here to show the Committee the design of
the homes he would like to build. The Committee consid-
ers design elements such as the compatibility of the project
to surrounding properties, relationship of the design and
layout of the project to the site, architectural design, use of
materials, open spaces, etc.
Epilogue
The day is done and the receptionist straiglltens out
her work area. She re flects upon the day as an aver-
age one with 80 telepl2one calls received and 34
walk-in customers helped.

New Hotline Helps Speed Up Graffiti Removal

n the never ending pursuit to keep
ahead of graffiti; the City has now
added a special new Graffiti
Hotline. The City, appalled at the site
of graffiti, has added this hot line to
help speed up the removal of graffiti.
Although we have two graffiti
blasters, one unit operating 40 hours
a week, graffiti spray painting equip-
ment, parks landscape staff who will
remove graffiti as they see it and a
volunteer adopt-a-wall group, the
incidences of graffiti, on occasion
have become difficult to keep up
with.
When incidents of graffiti begin to
increase, so does the number of City
crews assigned to remove it. Our goal

is to swiftly respond to every call, but
there is always room for a little
improvement. We feel the new
Graffiti Hotline is the answer. Simply
call the hotline and give the informa-
tion as asked.
The graffiti hot line is a voice mail
box. Simply leave your message, and
the time and date you called will be
recorded.The mail box is checked
daily, seven days a week. If you find
that the graffiti has not been removed
within a 48 hour period, we would
appreciate a second message, and
please state that you are calling in a
second time.

a day, and we ask you to please be

The City of Rancho Cucamonga announces the following construction projects to rehabilitate
and extend the life of existing asphalt concrete pavements through the target areas.
1esi�nate� streets shall be cleaned and treated with an aggregate slurry seal product, or
undergo an Asphalt Concrete overlay "Cape Seal" treatment. Residents, schools and busi-
nesses shall remain accessible during these projects, however, expect some detours and plan
extra travel time when traveling through these areas. Affected residential streets shall be
closed to any vehicle traffic during the construction period. Adequate advance notice will be
given to all residents and businesses.

the market forces at work in the region, the oppor-
tunities and constraints, and their relationship to the
City's land use patterns. Plans are under way for the
California Speedway race track east of Interstate 15 and the
Ontario Mills regional mall on the

Rancho Cucamonga has won praise
throughout the state and nation for its
planning leadership. The City has aggres-
sively sought to attract new businesses,
such as Price Club, Best Buy, Mission
Foods, and BHP Steel. Not willing to rest
, on its laurels, the City Council and
Planning Commission have embarked on D
a hesh look at the City's long-term strate-
gy for development, particularly along
Foothill Boulevard and 4th Street.

strikes. You could be at home, work,
shopping or on the highway. Your chil-
dren could be at home, school or enroute.
How will you know everyone's where-
abouts and conditions?
Was picking up the phone your first
thought?
leaving millions of people unable to contact their loved ones. Local calls
will be extremely difficult, if not unpossible, to complete due to the extra-
ordinary demands placed on the local phone systems.
Calls outside the disaster area will be much easier to complete. It is wise
to select an out-of-town contact for your family. Having a central pre-
selected point of contact is a viable way to determine the whereabouts
and the conditions of loved ones. Out-of state phone calls use a different
system, so you'll be able to make them sooner than local calls.
Choose an out-of-state contact for your family. Write their name, address
and phone number on a pre-printed emergency card that can be includ-
ed in school, office, or car kits, wallets, glove compartments and other
handy locations. Be sure to provide the information to
your employer as well as to school teachers and child •� �

phone calling cards for phone kits in emergency kits.

Become A "Friend"
New Catalog Gets You Involved
The City of Rancho Cucamonga has a way for residents
and businesses to get involved with their City. Often,
individuals and groups approach City Hall and want to
know of some way they can make a contribution to
their City to help support its services and activities. We
have developed a"Friends Catalog" which describes
various ways a person or an organization can con-
tribute to Rancho Cucamonga. Whether a person has
cash donations, in-kind gifts, or services or time to give,
the "Friends Catalog" describes how to do just that!
Residents have made contributions of recreation equip-
ment or scholarship money for underprivileged chil-
dren so that the can participate in City-sponsored pro-
grams. Many residents have chosen to give their valu-
able time as volunteers. The Catalog also gives sugges-
tions to those individuals who aren't sure how or what
they want to contribute.
Donations are made through the Rancho Cucamonga
Community Foundation, a non-profit organization,
which makes all gifts tax deducible to the fullest extent
allowed by law. In addition, all contributions go toward
programs, services or activities that improve the quali-
ty of life in Rancho Cucamonga.

Police Add Five
New Patrol Cars
The Rancho Cucamonga Police Department was
recently able to add five new patrol cars to its fleet,
thanks to drug asset seizure funds. With an ever
expanding population, the Rancho Cucamonga Police
Department finds itself with ever-increasing demands
for service. to meet the needs of the business commu-
nity and residents, the police have utilized the drug
seizure funds to purchase the needed vehicles.
The Police Department recently added a new solution-
oriented police unit, in addition to the regular officers
and the volunteer Reserve officers who donate their
time protecting the safety and welfare to the citizens.
These additional officers created a need for more vehi-
cles and this resulted in the purchase of the patrol cars.
These additional cars and officers will allow for more
police on the street at any one time.

Automated Information System - Coming this Fa11
This September, the City of Rancho Cucamonga will inaugurate an automatic information system called R-City Line
which will provide residents with a quick way to get answers to the most frequently asked questions about the City. By
dialing (909) 989-3331, citizens will be able to get information about available services 24 hours a day, seven days a week.
R-City Line works with touchtone telephones only. To use R-City Line, simply enter the three digit code that corre-
sponds to the message title you want to hear. You may select up to four messages during one phone call. �
This directory lists the three digit codes for various messages. Additional messages will be added to R-City Line in
response to citizens' requests. Future enhancements to the automatic information system will include a TDD for the
hearing impaired whereby text messages may be received. Our service includes FAX on demand for certain messages

Heritage Park Equestrian
Center
The Equestrian Center at Heritage
Cominunity Park is available to the public
for drop-in use and programmed activi-
ties. The park is located at 5546 Beryl
Street.
The Comxnunity Building has a kitchen
and snack bar available for rent, and there
are two arenas available for drop-in use or
scheduled horse shows. Scheduled activi-
ties must be arranged in advance with the
Community Services Department. Fees are
required for the arenas, lights, PA system,
kitchen, snack bar, or the community
building.
Heritage Park is the home for three
local equestrian clubs: Alta Loma Riding
Club, Rancho Rebels 4-H Club, and Rising
Stars of Equestrian.

Neighborhood Center or Lions Park
Community Center may have a room to
meet your needs.
A Building Reservation Request form
must be completed. Rental rates vary and
are determined by room size, time of use,
attendance, and activity.
For further information, City staff is
available at each community center to
address any questions you may have in
reserving a meeting room. Call the Rancho
Cucamonga Neighborhood Center at 980-
2634, or Lions Park Community Center at
980-3145.
Park Reservations
Rancho Cucamonga's parks attract pic-
nickers all year round, on a drop in or
reservation basis.
If you are planning a picnic or a gather-
ing, staff at the Community Services
Department is available to assist you with
the reservation process.
The City of Rancho Cucamonga has
designated Hermosa, Heritage, Coyote
Canyon, and Red Hill parks as available
for reservation.
A Facility Reservation Request form
must be completed to initiate the reserva-
tion process. All requests are subject to
City guidelines and final approval by
Community Services administration staff.
Plan early. This opportunity could
insure the gathering you have in mind.
Reservations can be made up to a maxi-
mum of 4 months ahead for residents of
Rancho Cucamonga, and one month prior
for non-residents. All reservations must be
made a minimum of ten days prior to your
requested date.
Reservatibn requests are accepted in
person Monday through Thursday, 7 a.m.

5 working days after submittal. For further

Having a picnic at one of our parks and
you have no equipment? For your conve-
nience the City has equipment for rent.
The rental fee is $5 per item or set, with an
additional $25 refundable deposit. The

Teens getting involved in recreation and
community activities is what TRAC is all
about. TRAC is open to all teens in Rancho
Cucamonga and meets monthly at Lions
Park Community Center. In addition to the
monthly meetings, the teens organize

camping trips, beach trips, dances and
trips to all the amusement parks.

The following adult sports programs offer
opportuniHes for adults of various skill
levels whether your team (usually made of
friends or work associates) is at a recr�
ational level (D League), average level (C
League), or an above average level (C+ or
B League).
All registrations will be taken on a first
come basis (resident teams will receive
priority).
These leagues are very popular and do fill
up quickly. Individuals who want to be
placed on a team may call and be placed in
a player's pool. If you have a team that is
interested in being placed on a mailing list,
would like a registraHon packet to be
mailed to you, or would like additional
information on any league please call 989-

Fees include league games, playoffs, offi-
cials, scorekeeper, game equipment, team
and individual awards for ]st and 2nd
place, rule books, weekly league stand-

Slow Pitch Softball Leagues
Categories offered: Men's and Co-ed.

Come on out and join the hottest sport
around. Let your 3-5 year old child get a
head start for the City's new Roller Hockey
League. Boys and girls will be taught the
basic fundamentals of Deck Hockey (same
as roller hockey but no roller blades are
used). The activities will be taught through
a team-oriented format which emphasizes:

The City of Rancho Cucamonga provides a
bilingual referral program providing gen-
eral informaHon and referrals on the fol-
lowing: emergency food banks, job train-
ing and placement sources (all ages),
senior health care, senior housing, child
care, learning English, drug & alcohol
abuse, energy conservarion, literacy, adop-
tions and foster parenting, and various
other forms of assistance. For additional

USDA Food Commodities
Surplus food commodiHes will be distrib-
uted on the first Monday of each month to
eligible low income residents of Rancho
Cucamonga at the Rancho Cucamonga
Neighborhood Center. Distribution begins
at 1:30 p.m. and ends at 3:00 p.m.
Distribution is on a first come/first served
basis. There is a homebound program for
physically disabled individuals and
seniors. Proof of residency and income is

White Cane Center for the Blind provides
