The International Council of Shopping Centers (ICSC) recently recog-
nized Victoria Gardens with its 2006 Design Award. The recognition, part of
ICSC's 30Ch InternatioiZal Design and DevelopmentAwarcls, is presented to
centers that have achieved global recognition as outstanding projects and
"set standards for the development of retail projects around the world."
Vietoria Gardens reeeivecl tl�e award in the Innovative Design ancl
Development of a New Project (over 500,000 square feet) category, one of
only three worldwide to receive the honor. The other two included Arkadia,
a 22 acre developinent in Warsaw, Poland that will bring many international
retailers into the Polish market for the first time aud Jordan CreekTown
Center, a two million square foot developinent in Des Moines, Iowa that
features a man-made 3.5-acre lake as its centerpiece.
Recently,Victoria Gardens has added retailersAnthropologie,TGI Friclays,
and See's Candies to its roster. WIlliams Sonoma offshoot west elm combines
founder Chuck Willian7's great taste and e5�e for value with the home decor
sector. The result is the best in conteinporary home design without big
ticket pricing. The we,rt el�ra at Victoria Gardens is one of only four in
California, the others are in San Diego, Santa Monica, and Corte Madera.

service, RC LIVE (Live & Indexed Video eGovernment),
provides live webcasting of Cit�� Council meetings.Along
with the abIliry to view meetings from the comfort of your
home, the public is also able to lecess a searchable indexed
archive of past meetings. This on-demand web streaming
solution, offered Uy San Prancisco-based Graiiicus Inc.,
provides faster and more efficient access to Cit}� Council
meetuigs.

Prior to the addition of Granicus, Ciry Council meetings
were only viewable live by residents subscribing to cable
television. Now, in addition to watclung the meetings on

Phase two of the City of Rancho Cucamonga's automated
permit application and inspection schedtiling program is now
online. RC TOPS (Teleplione and Online Perinit System) intro-
duced Interactive Voice Response services in the Spring of 2006
as the first phase of its efforts to expedite pernut processing and
deliver better, faster seivice to customers.
As one of the fastest growing cities in the fast-growing Inland
Empire, Rancho Cucamonga processes more than 6,000 building
permits per year.The telephone phase of RCTOPS processed
9,632 inspection requests, 344 plan check inquiries, and 360
uzspection status checks, whidi represented 37% of the services
provided by the Building and Safety Department. "We ha�e
experienced a huge success with the telephone portion of the
system," commented Building and Safety Official Trang IIuynh.
"We anticipate the public will love tl�e online feattues as well."
Phase two allows permit applicants to use tlzeir computers to
initiate an online application for a pernut on siinple projects and
request and review the results of inspections. Additionally, the
City's inspectors will be able to update inspection information ui
real time from the field using tlieir cell phones. Simple projects are
currently defuied as fiirnace replacement, water heater replace-
ment, re-roofing, demolition and reinoval of swiinnung pools,
installation of skylights, electrical panel upgrades, minor electric
worlc encroaclunent in the public right of way, and home
occupation permits, among others.

It's a master calendar for your communiry. IYs a concierge that
reminds you of events you want to attend. It's your custom local
sports—or arts—or music—or exhibits schedule. IYs the Rancho
Cucamonga Community Calendar and it's available 24/7 online now.
The calendar concept was born at an informal meeting of private
and public sector representatives interested in promoting tourism in
the Rancho Cucamonga area. When representatives of the City, area
hotels,Victoria Gardens, the Rancho Cucamonga Quakes, the
California Speedway, the Victoria Gardens Cultural Center, Ontario
InternationalAirport, and others gathered informally to talk about
how they might work together, the topic repeatedly returned to the
lack of a central place where venues couid share tourism-related
information with the public.
The Rancho Cucamonga Redevelopment Agency stepped into the
gap to create the calendar. Click on an event on the graphic calendar
page and the detaIls appear in a pop up window. The window
allows you to enter your email to be sent a reminder seven days
before the event. Events are also color coded by type: arts &
entertainment, food & drinks, music, exhibits & tours, and others
to make it easier for you to find the types of activities that interest
you most.
There are also a couple of advanced features that will allow you
to customize your own RC Communiry Calendar. Under the viewing
options at the bottom of the grapluc calendar page, choose
advanced. Using the new window, you can set your own date range
and types of events and get a calendar tailored to your interests.
Several types of clisplay are also available including list, graphic
calendar, and printer friendly.
Behind the scenes, the Rancho Cucamonga Community Calendar
is the work of multiple providers, all posting their own information
independently. This multi-entity cooperation means events are more
timely and information more accurate.

The Teen Center in the RC Family Sports Center will benefit from
the proceeds of an upcoming Dance-a-Thon on March 31st. Dancers,
sponsored by friends and family, will raise money as they dance from
7:00 pm to midnight at the Goldie S. Lewis Cot�ununity Center. Last
year's winner,Terri Large (shown in photo with KGGI DJ 5 Cent), won
a limousuie chauffeured iught on the town with d'uu�er at the
Cheesecake Factory for her and five friends.
TheTeen Center at the Rancho Cucamonga Family Sports Center
provides drop-in activities for teens froin 6th to lOth grades. From 2:30
to 6:00 pm on weel�uglits and 8:00 pm on Fridays, teens have a safe
place to kick back, do homework or have fim doing what teens do.
At the Center, teens can play basketball, racquetUall, or volleyball ar
enjoy more rypical teen purstuts like video games, arcade sryle games
like Dance Dance Revohrtion and karaolce. Air hockey, ping-pong, and
pool tables round out the standing activities and special events, art
projects, music, and movies are led by recreation leaders.
The Teen Center also offers the Teen Recreation Activity C1uU, or
TRAC. TRAC teens meet once a month and get uzvolved in their
commiuuty with vohmteer projects and earn free trips, dance
adinissions, and a club t-shut. Coinmunity projects have included visits
to assisted living facilities, food drives, and beach clean-ups.
The Center is also home to Teen Connection, a program that
helps lugh school teens complete the requirements for community
seivice hours.
The Teen Center is not free but the. nominal fee of $1 per day week-
days and $2 on Fridays are easily within reach. TheTeen Center is
located in the RC Family Sports Center at 9059 San Bernarclino Road.

Most people have heard of the spiraling costs of road construction but the blame is usually
laid at the door of escalating steel and concrete prices. The escalation in costs is no less true
for asphalt, up 50% compared to a year ago.
With 22,777 square feet of street repairs done just last year, plus new asphalt ramps, pot-
hole repairs and driveway approach repairs, asphalt costs represent a significant portion of
the annLtal street improveinent budget.

asphalt ziX�per into service in a move to conuol costs. The Asplialt

There are many ways to help the pets waiting for new homes at
the Rancho CucamongaAiiiinal Care andAdoption Center. Volunteers
are at the heart of the success of the transition of the Animal Center
from a County contract to a Ciry-operated faciliry. While the animals
seem happy in their newly renovated quarters, the Animal Center
needs your help to realize its goal of finding homes for every adopt-
able pet.
You don't have to be an expert to help. You can lend a hand by
donating one of the many items on our permanent wish list including:
blankets, pet toys, towels, pet shampoo, plastic pet carriers, Dawn liq-
uid soap, flea combs, Frontline flea control products, KONG pet care
packages, dog & cat beds, scratching posts, and kitten milk replace-
ment. From time to time we advertise special needs on our website
at wwwrcpets.info/downloads/RCWishList.pdf.
You can meet your own gift giving needs and help the Center at
the same time by making a donation in someone's name. We will
provide a thank-you certificate that can be given to your friend or
relative. The Spay-Neuter program is also a great place to lend a hancl
with financial support that allows us to provide low cost vouchers to
those who need them.

If you like working with animals, become a vohuiteer. It can be as
simple as wallcing a dog, giving them much needed and enjoyable
exercise. For those who are more experienced in working with dogs,
the Center welcomes volunteers who will assist with training dogs to
sit, stay, shake paws, and wall� calmly on a leash. This training makes
a dog more adoptable and helps find the accomplished pooch a new
home. The lists of adoptable animals on the RC Pets website need
helpers who can take photos and write descriptions that will find
them new best friends and homes online. Adult cats need love and
affection to be socialized and more adoptable. What better way to
spend an afternoon than by petting a purr-fect new pal?
And last but not least, the Animal Care and Adoption Center has a
critical need for foster homes for adult dogs, but also for puppies,
kittens, and special needs animals. Fostering an animal ensures it gets
the personalized care it needs to become a first rate adoptable pet.

Last Spruig's btunper crop of puppies and kittens arrived just as the Rancho CucamongaAnunal Care and
Adoption Center opened. The box loads arrivulg every day pouited out the unportance of spaying and neuter-
uig pets to recluce the number of unwanted anuuals. Spay-neuter saves lives.
While the newiy openedAnimal Center searched to fuid homes for all the adoptees, volunteers came to the
rescue to foster the new arrivals as the Center ran out of space. "We are committed to fmding homes for all

reducing the poptilation"

Motherhood does not malce for a Uetter pet; having a litter doesn't
necessarily result in a calmer dog or cat. Early spay/neuter surgery
ensures that a dog or cat won't reproduce and younger animals recover
more quickly, have less pain, and have fewer complications from surgery.
There are a mimber of compelling reasons to spay or neuter your pet:
• Even if you find homes for your pet's litter, you are still contributing
to the problem. Every home you fotmd could have gone to a shelter
animal.
• Spay/neuter surgery has health and behavior benefits. It removes
reproductive organs that often cause dogs and cats to have medical
problems in later life inchiding mammary tumors, uterine cancer,
complications from pregnancy, prostate probleins and testicular
cancer.
• Contrary to popular belief, altering does not spoil your pet's
personality. Nor does it make your pet fat and lazy.
• Altered dogs and cats are more relaxed pets, because they are not
driven to mate, and they are less inclined to defend territory. They
are less apt to fight with other aziimals.They are not as likely to
roain, so there's less chance they will get lost, injured or killed.
• Neutered dogs are less apt to urinate in the house.
• Altered cats are less inclined to spray.

Medic Squad 171 received its first call less than an hour after it
went into service earlier tlus year. The Medic Squad started work its
first day at 8:00 am atAmethyst Fue Station and shortly Uefore 9:00 am
received a call to a retirement faciliry ui the 6700 block ofAmethyst.
Arriving less than four minutes from the time the call was received,
paramedics began assessing the elderly patient's condition, including
close monitoring of lus heart rhytlun. Usuig a 12-lead EKG, or heart
monitor, paramedics received a multidimensional picture of the
patienYs heart that allowed them to accurately assess and treat his
condition.
The new Medic Squad marks the lOth anniversary of the Rancho
Cucamonga Fire District's paramedic prograLn. In the ten years since
1996, the Ciry and the Fire District have seen many changes including

the addition of a station and personnel to meet the needs of a growing
population. Today's Fue District has 78 firefighters, 44 of which are
certified paramedics, who treated more than 7,000 patients last year.
The Medic Squad was implemented following the adoption of siY
service level goals from the 2005 Fire Strategic Plan. These service
goals included estaUlishing a four-mimrte travel time to 90% of
emergencies ui the coinmunity and staffmg an additional piece of
medical related apparatus in stations exceeding 2,500 responses
annually. TheAinetlryst Fire Station exceeded dus tlueshold and was
the fust site for the implementation of a new Medic Squad. Other
Strategic Plan recoinmendations being pursued include the
construction of two fire stations and the relocation of anotlier.
