A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
RANCHO CUCAMONGA, CALIFORNIA, ADOPTING MODIFYING
PAYING AND REPORTING THE VALUE OF EMPLOYER-PAID
MEMBER CONTRIBUTION TO CALPERS FOR THE RANCHO
CUCAMONGA MANAGEMENT ASSOCIATION (RCMA)
BARGAINING UNIT
WHEREAS, the City Council of the City of Rancho Cucamonga has the authority to
implement Government Code Section 20636(c)(4) pursuant to Section 20691; and
WHEREAS, the City Council of the City of Rancho Cucamonga has a written labor
agreement that specifically provides for the normal member contributions to be paid by the
employer, and reported as additional compensation; and
WHEREAS one of the steps in the procedures to implement Section 20691 is the adoption
by the City Council of the City of Rancho Cucamonga of a Resolution modifying paying and
reporting the value of said Employer Paid Member Contributions(EPMC)for employees who meet
the conditions set forth; and
WHEREAS,the City Council of the City of Rancho Cucamonga has identified the following
conditions for the purpose of its election to pay EPMC:
• This benefit shall apply to all miscellaneous employees within the Rancho Cucamonga
Management Association bargaining unit.
• This benefit shall consist of paying 1% of the normal contributions as EPMC and
reporting the same percent(value)of compensation earnable'(excluding Government
Code Section 20636 (c)(4)) as additional compensation for employees hired before
September 1, 2010, and for employees hired between September 1, 2010, and before
July 3, 2011.
• This benefit shall consist of paying 0% of the normal contributions as EPMC and
reporting the same percent(value)of compensation earnable'(excluding Government
Code Section 20636(c)(4))as additional compensation for employees hired on or after
July 4, 2011. This will eliminate EMPC for this tier.
• The effective date of this Resolution shall be February 13, 2023.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Rancho Cucamonga,
California to pay and report the value of EPMC, as set forth above.
" Note: Payment of EPMC and reporting the value of EPMC on compensation earnable is on pay rate and
special compensation except special compensation delineated in Government Code Section
20636(c)(4)which is the monetary value of EPMC on compensation earnable.
