ENVIRONMENTAL ASSESSMENT AND DEVELOPMENT REVIEW 91-14 - LUSK - The development of a 97 acre industrial master plan within the Industrial Park District (Subarea 16) of the Industrial Area Specific Plan, located at the northwest corner of Archibald Avenue and Fourth Street - APN: 210-062-02, 11, 13, 26, 31, 32, and 33. IV. ENVIRONMENTAL ASSESSMENT AND VESTING TENTATIVE TRACT 15359 - LINCOLN PROPERTY COMPANY - A residential subdivision and design review for the development of 264 apartment units on 15.09 .acres of land within the Medium and Medium High Residential Districts (8-14 dwelling units per acre and 14-.24 dwelling units per acre, respectively) in the Victoria Planned Community, located at the northeast corner of Base Line Road and Milliken Avenue - APN: 227-691-01. III. DISCUSSION OF DESIGN GUIDELINES ]DOCUMENT (20 minutes) A. Development Site Design 1. Is the parking/building envelope concept adequate or should a more detailed (but still conceptual) pad location be defined? 2. Are driveway access locations too flexible (p. II-1)? 3. Building orientation, parking layout, landscaping, and circulation concepts provided are extremely conceptual and too vague (p. II-1). 4. Access prints along local streets appear excessive. Parcels should share access (p. II-2). 5. Circulation pattern is rigid and too gridiron in its approach (p. II-2). 6. A conceptual building location and parking lot layout should be provided for each parcel, rather than a prototype for parcels according to land use types (p. II-3 through 5). 7. Landscape coverage standards regarding width of planter areas with trees is nd. nimal (p. II-7). 8. Parking setback and landscape depth titles have been transposed (p. II-9). 9. Shared access between parcels is encouraged (p. II-12). 10. Parking shall be wholly contained on each individual parcel unless a parking study is provided (p. II-13 through 15). 11. Loading areas are permitted only in rear and side yard areas (p. II-16). 12. Pedestrian walkway guidelines are not adequate to provide a unified and cohesive system throughout the site (p. II-7). 13. No outdoor storage is permitted in Industrial Park areas except for fleet vehicles and light trucks (p. II-17). IV. BUILDING ARCHITECTURAL GUIDELINES (10 minutes) A. Generally, the section is too vague and does not provide specific enough information regarding materials permitted or not permitted. Additional information regarding building mass and form, entry, and facade articulation should be included (p III-1 through 8). V. LANDSCAPE DESIGN GUIDELINES (10 minutes) A. The landscape concept is underdeveloped in certain aspects. Greenbelt and pedestrian walkways are not discussed in the text or e~ibits. B. Parking setback on Archibald Avenue is 35 feet, not 25 feet as indicated on page IV-4. C. Three trees per parking stall is required (p. IV-II). D. Fifteen percent landscape coverage is bare minimum and should be increased (p. IV-70). VI. LAND USE (~0 minutes) A. The general concept of limiting permitted and conditionally permitted uses to specific areas of the master plan should be discussed.
