A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
RANCHO CUCAMONGA, CALIFORNIA, SUPPORTING PROPOSITION
NO. 9 ON THE JUNE 8, 1982 ELECTION

WHEREAS, Proposition 9 is a comprehensive water development
conservation measure designed to meet the water needs of every
California while providing unprecedented environmental pro-
and
WHEREAS, Proposition 9 will ensure against drought years by
conserving and storing thousands of acre-feet of surplus water which are
now being lost to the Pacific Ocean through the Delta; and
WHEREAS, California must maintain a water policy consistent
with the high environmental standards needed for the protection of our
natural resources; and
WHEREAS, it is necessary for the State of California and all
of its residents to develop a conscientious program of water conserva-
tion; and
WHEREAS, the Metropolitan Water District, which supplies most
of Southern California, will lose over half of its Colorado River water
allotment in the mid-1980's due to a 1963 United States Supreme Court
decision (Arizona vs. California); and
WHEREAS, California agriculture faces a critical shortage of
water, which could result in a loss of production; and
WHEREAS, the fish and wildlife populations of the Sacramento -
San Joaquin Delta are being destroyed by present methods of pumping water
from the Delta; and
WHEREAS, Proposition 9 authorizes major water conservation and
waste water reclamation programs; and
WHEREAS, the Peripheral Canal, as authorized by Proposition
9, will protect food production by supplying California agriculture with
desperately needed water and will help replace the lost Colorado River
water on which Southern California now depends; and
WHEREAS, Proposition 9 will help restore fish and wildlife
populations in the Delta and San Francisco Bay to their historical levels
of 1922-1967; and
WHEREAS, the cost of the Peripheral Canal, as authorized by
Proposition 9, is $680 million in 1981 dollars, which would cost the
average family of five living in Southern California less than $10 a
year; and
WHEREAS, only those who benefit from the projects authorized
in Proposition 9, will pay for them; and
WHEREAS, Proposition 9 was approved by the legislature and
signed by the Governor in 1980 as SB 200 and must now gain voter approval
in the next statewide election.
NOW, THEREFORE, BE IT RESOLVED that the City of Rancho Cucamonga
endorses Proposition 9 (SB 200) and urges a YES vote by the California
electorate.
