REVISION TO PLANNED SIGN PROGRAM FOR TERRA VISTA TOWN CENTER AND TOWN CENTER SQUARE - A proposed modification to existing sign programs for both Terra Vista Town Center and Town Center Square. The existing development is located along Foothill Boulevard between Haven Avenue and Elm Avenue, developed and managed by Lewis Homes Commercial Development Division. III. PUBLIC COMMENTS This is the time and place forthe general public to address the Commission. Items to be discussed here are those which do not already appear on this agenda. IV. ADJOURNMENT The Planning Commission has adopted Administrative Regulations that set an "i 1 .'00 p.m. adjournment time. The existing development is located along Foothill Boulevard between Haven Avenue and Elm Avenue, developed and managed by Lewis Homes Commercial Development Division BACKGROUND: The proposed revisions to the Planned Sign Program are before the Planning Commission for review and discussion (Workshop format). The proposal was presented to the Design Review Committee (DRC) (Bethel, Macias, Fong) for discussion purposes only on June 16, 1998, (DRC Comments and Action attached). The Committee suggested that the proposed Sign Prog ram would be more appropriately reviewed by the entire Commission due to the varying degree of issues associated with the proposed revisions. ANALYSIS: The Planned Sign Program for Tetra Vista Phases 1/11 (Town Center and Town Center Square) is an attempt to combine, and provide greater degree of consistency between the Town Center and Town Center Square. In addition, the applicant, Lewis Homes Commercial Development Division, has indicated that the existing programs are now over ten years old and that current standards and expectations of "imaging" and "Branding" have become a critical component of retail marketing. It is the desire of the applicant to incorporate as much flexibility as possible into the program to accommodate the marketing needs of potential tenants; however, it is this desire for flexibility that results in portions of the program being loosely structured, causing the greatest degree of concern to the DRC, thus the focus of this workshop. The primary components of the Planned Sign Program include the following: A. Monument signage The program proposes, in most cases, to modify (retrofit) the existing monument identification signage around the centers, including theater marquees. A project identification heeder panel will be added to each monument, along with modification to tenant identification. B. Wall/Storefront Signs The sign type and illumination as currently existing will not change. In many cases, the sign placement is largely controlled by ar:hitectural elements which are also addressed in the program. The proposed Sign Program, however+ does not restrict letter style (font), color, or use of logo graphics, In fact, the use of iogos and graphics is encouraged within the program revision. C. Under-Canopy Signs The proposed Sign Program includes the use of under-canopy style signs to provide better tenant identification from a pedestrian-level perspective. D, Directional Signs New Directional signs are proposed throughout the project that will be internally illuminated and more visible to site patrons. ISSUES IDENTIFIED FOR DISCUSSION Ai',!D CONSIDERATION: A, Table 1 provides a summary of the sign development criteria for wall/storefront signage for Major Tenants, Sub-Major Tenants. the typical in-line retail tenant. the restaurant/financial users on individual pads, and the Food Court/Entertainment Center. Table 2 provides an identification of issues, as proposed by the applicant, that warrant specific Commission consideration. B. In addition to the various sign types outlined in the Planned Sign Program. there are other General Sign Criteria within the program which are not currently provided in the existing program. The primary components of the General Sign Criteria which warrant specific Commission consideration include: The use of visible neon is encouraged throughout the center, including window signs, wall-mounted signage/]raphic symbols, and as accents to architectural features. Lettedstyle and color, as proposed, is open to landlord/tenant choice, As proposed, the definition of a Major Tenant has been revised to include any tenant who occupies 10,000 square feet of lease space. In so doing they have eliminated the hierarchy in tenant signage size and exposure as was used previously, Table 2 provides suggested modifications to the definitions of Major Anchor versus Major __ Tena0t_ for discussion purpose~k PLANNING COMMISSION STAFF REPORT 'F'v' SIGN PROGRAM REVISION July 8, 1998 Page 3 RECOMMENDATION: The Planning Division Staff recommends that the Planning Commission review and discuss the proposed PIanned Sign Program Town Center and Town Center Square, and provide direction to staff and the applicant regarding modifications and course of action.
