HomeMy WebLinkAbout84-332 - ResolutionsRESOLUTION NO. 84-332 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO CUCAMONGA, CALIFORNIA, ACKNOWLEDGING THE CREATION, POWERS, AND DUTIES OF A FIVE-MEMBER RESIDENTS COMMITTEE ESTABLISHED IN EACH MOBILE ROME PARK WITHIN RANCHO CUCAMONGA WHEREAS, the City Council has expressed its intent to enter into an agreement with owners of all mobile home parks within Rancho Cucamonga, known as the Rancho Cucamonga Mobile Home Park Accord; and WHEREAS, the City Council finds that the creation of a committee of residents in each mobile home park representing all park residents is important in implementing the provisions of said Mobile Home Park Accord; and WHEREAS, a f ive-member residents committee in each mobile home park has been created under the provisions of Ordinance No. 231; and WHEREAS, the residents committee shall have the following responsibilities: Meet with City and park owner to develop a minimum level of service plan, known as Exhibit '~" in the Mobile Home Park Accord. Meet to discuss problems and concerns within the mobile home park and when necessary to recommend further action on such problems and concerns. 3. Inform all residents of the park as to developments of proposed rent increases and other park concerns. Meet with the park owner in order to insure the maintenance of park services and when necessary to resolve resident concerns· Elect one of its members to serve as chairman, one to serve as vice-chairman, and one to serve as secretary. The chairman shall preside at all committee meetings and shall exercise general supervision of the affairs and activities of the committee. The vice-chairman shall assume the duties and powers of the chairman in the event of the chairman's absence· The secretary shall record and maintain all minutes of actions and meetings for the committee. Any action of the committee shall require affirmative votes of not less than a quorum, except that less than a quorum may adjourn a meeting sine die or to a specified time and place. A quorum shall consist of a majority of the members not counting vacant positions· The committee shall prepare specific guidelines for the election of alternate committee members to fill vacancies, and the length of terms of all committee members and officers. 8. The committee shall act on behalf of the park resident(s) if such action is authorized in writing. NOW, THEREFORE, BE IT RESOLVED, that the City Council acknowledges the creation of the five-member residents committee in each mobile home park within Rancho Cucamonga, and further declares said committees to represent all mobile home park residents in the implementation of all applicable provisions of the Mobile Home Park Accord. BE IT FURTHER RESOLVED that the City Council hereby authorizes the Mayor to sign the Mobile Home Park Accord on behalf of the City Council.
