HomeMy WebLinkAbout88-246 - Resolutions RESOLUTION NO. 88-246 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCI{O CUCAMDNGA, CALI~DRNIA, ADOPTING THE FINAL STATEMENT OF COMH3NITY OBJECTIVES AND SELECTING PROJECTS FOR FUNDING FOR THE OOMM~NITY DEVELOPMENT BLOCK GRANT PROGRAM FOR FISCAL YEAR 1988-89 WHEREAS, the City of Rancho Cucamonga is an Entitlement City under the regulations governing the Community Development Block Grant Program; and WHEREAS, notice of the availability of funds for eligible projects was published in the Daily Report and mailed to interested community groups; and WHEREAS, the City staff has received proposals for projects and progrmns from various organizations in the community; and WHEREAS, the City Council has held a legally noticed public hearing on the Preliminary Statement of Community Objectives and preliminary project selections on March 16, 1988 in order to give the public an opportunity to respond to staff recommendations for program funding and to put forth for Council consideration recommendations of their ovn; and WHEREAS, the City Council has held a legally solicited public hearing on the Final Statement of Community Objectives and final selection of projects on April 20, 1988; and WHEREAS, the City Council has heard public testimony and received all public input regarding the City's Community Development Block Grant Program for the next program year. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Rancho Cucamonga does hereby take the following-actions: 1. Approve the Final Statement of Community Objectives and Community Development and Housing Plan. 2. Select for funding the following projects and · programs- to be funded out of the City' s Community Development Block Granl; award:- Project/ Program Amount a. Housing Rehabilitation no new funding b. Senior Shared Housing $ 6,300 Resolution No. 88-246 Page 2 Project/ Program Amount c. SW Cucamonga Street Improvements: Design and construction of improvements Avenida Vejar, Placida Court and Sierra Madre Avenue north of Arrow Route 327,300 d. Program Administration (including Fair Housing) 83,400 TOTAL $417,000 3. Authorize Mayor to sign the application for Community Development Block Grant funds inciuded in the Final Statement of Community Objectives. 4. Direct staff to reprogram unexpended prior year funds to the following projects: a. Housing Rehabilitation (funds to be reprogrammed from unexpended prior years allocations for housing rehabilitation) $ 80,000 b. Southwest Cucamonga Street Improvements (additional needed to complete above street projects from unexpended prior years from administrative allocations and other completed progrems) 41,700 TOTAL $121,700 5. Determine that operation; of these programs and projects will not have a significant adverse effect on the enviror~ent and that adequate mitigation measures for potential impacts have been' incorporated in each project. 6. Direct staff to file a Notice of Determination and Finding of No Significant Impact for the program and its component projects. PASSED, APPROVED, and ADOPTED this. 20th day of' April, 1988.
