A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANG{O
CUCAMONGA, CALIFORNIA, SUPPORTING NEGOTIATIONS BETWEEN
COUNTIES OF SAN BERNARDINO AND RIVERSIDE FOR USE OF
RIVERSIDE COUNTY LANDFILL SITES AND ENCOURAGING THE
FORMATION OF A JOINT POWERS AUTHORITY FOR THE PURPOSE OF
MANAGING REGIONAL SOLID WASTE DISPOSAL
WHEREAS, solid waste management is the development and operation of
refuse disposal systems designed to handle municipal refuse in a healthful,
economxc, and conserving manner; and,
WHEREAS, available landfill sites for the disposal of solid waste have
reached or will reach capacity in the near future in the County of San
Bernardino and developable landfill sites in the County are scarce; and,
WHEREAS, potential landfill sites and alternative disposal methods are
being investigated; and,
WHEREAS, potential landfill sites have been identified in Riverside
County; a County that currently prohibits the importation of solid waste from
outside its boundaries.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Rancho Cucamonga hereby supports negotiations between the San Bernardino County
Board of Supervisors and the Riverside County Board of Supervisors for the use
of the disposal of solid waste; however, the City does not support the location
of a hazardous waste site in San Bernardino County to be used by Riverside
County for hazardous waste disposal.
BE IT M3RTHER RESOLVED that the City Council of the City of Rancho
Cucamonga encourages the formation of a Joint Powers Authority for the purpose
of managing regional solid waste disposal.
