A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO
CUCAMONGA, CALIFORNIA, GIVING PRELIMINARY APPROVAL OF
CITY ENGINEER'S REPORT FOR LANDSCAPE MAINTENANCE DISTRICT
NO. 7
WHEREAS, on May 17, 1989, the City Council of the City of Rancho
Cucamonga directed the City Engineer to make and file with the City Clerk of
said City a report in writing as required by the Landscaping and Lighting Act
of 1972; and _..
WHEREAS, the City Engineer has made and filed with the City Clerk of
said City a report in writing as called for pursuant to said Act, which report
has been presented to this Council for.consideration;.and- -F-
WHEREAS, said City Council has duty considered said report and each
and every part thereof, and finds that each and every part of said repor~ is
sufficient, and that said report, nor any part thereof, requires or should be
modified in any respect.
NOW, THEREFORE, the City Council of the City of Rancho Cucamonga does
hereby resolve as follows:
.SECTION 1: That the Engineer's Estimate of the itemized costs and
expenses of said work and of the incidental expenses in connection therewith,
contained in said report be, and each of them are hereby, preliminarily
approved and confirmed.
SECTION 2: That the diagram showing the Assessment District referred
to and described in said report, the boundaries of the subdivisions of land
within said Assessment District are hereby preliminarily approved and
confirmed.
SECTION 3: That the proposed assessment upon the subdivisions of
land in said Assessment District in proportion to the estimated benefit to be
received by said subdivision, respectively, from said work and of the
incidental expenses thereof, as contained in said report is hereby
preliminarily approved and confirmed.
SECTION 4: That said report shall stand as the City Engineer's
Report for the purposes of all subsequent proceedings, and pursuant to the
proposed district.

This re~ort is pre~are~ in c~a~uliance with the req~-~ent of Article 4, ~hap-
tar 1, Division 5 of the Street and highways Cc~e, State of California (Land-
~'-..apiK.(j' a~d Lightir~ Act of 1972).
SECi'iON 2. G~ ON
T~is report deals with the establishment of a Landscape Maintenance District
for the North Etiwanda area. The District will originally co~orise of Tract
Nos. 13566-1 az)d 3, plus 24th Street fr~a Wa~l~q BLLllock Road to C~erry
Avenue. Area~ to be included in the work pr~ are the trees and planting
within certain righte-of-~ay of streets as determined by the City; street trees
with/n street rights-of-way and withi~ dedicated tree maintenance ~ements as
required by s[~ecific plans or by the City Council. The public parks, the
syste~ including lighting, signing, striping and all other i,~rovem~nts such
as play eqtLi~ent, fe4qces, wails, et~. within tho~e sy~; such similar areas
as required by the Specific Plan or by the City Council or as dedicated by
various subdivisions.
The work p~:~m generally excludes the parkways landscaping (except the street
trees) adjoining the fronts and sides of single family residences, adjoining
multifamily residential units and adjoining cc~m~_rcial an~ institutional
develuE~ent which will be maintained by tb~ develop.
Tne District will eventually inc],~ the majority of the arum included within
the North Etiw~nda Specific Plan areas and other areas generally c~rised of

The plans and specifications for all im~._r~vements with/n the Work prcgr~
areas to be ir~talled by the developer will be c~,~leted by the developer at
their cost for the individual ar~as to be mintained within the subdivision and
will be approved by the Ommma~ty Develo~x~_nt DepalUL~_nt.
Annual Engineer,s reports will be prepared and approved by the City Council
defining the specific WDrk progra~ for each year and its estimated cost. As
development proceeds within the District, the a_~ to be maintained by the
District will increase and so will the cost; however the number of units will
also increase. The estimated maintenance cc~t and estimated ~essment rate
per unit for the original District and the complected District are tabulated
herein after. The assessment rate is ~ to increase year to year as
areas are annexed to the District until such time as all the properties withLn
the ultimate district boundary are annexed, after which t~e assessment rate
should remain oonstant excluding cost of living increase.

Detail maintenance activities on the areas to be maintained by the District
consist of pruviding for the life, growth, health, and beauty of the landscap-

SEu~'iON 4. ESTI/~ATED COSTS
No costs will be incurred by the District for orig/nal improvement construc~
tion except for cel~in r~ ~ as ~-~tior~ in Section 3. The cost of
any new construction will have negligible effect on the total asses~-~_nt of the
District due to its scope in cc~oarison with the overall District work program
areas. Based on date f~,~ other cities and f~ the City of Rancho Cucamonga
for Landscape Maintenance Districts and fl~, the r~view of p~u~osed work pro-
gram areas, it is estimated that based on curr~nt dollar~, the maintenance cos~
for assessment pur~, estimated areas to be maintained and the estimated
number of a~t units will be as follow~:

The estimated costs (as current dollars) for the District Upon completion cf
all areas 'within North Etiwanda are as shown below:

A copy of the proposed boundary map and legal description of the Assessment
District are attached to this report and labeled "Landscape Maintenance Dis-
trict No. 7 "Exhibit A" ~ "Exhibit B." These dia~ are hereby incor-
porated into the text of th/s report. Precise lot dLmensions are included in
the referenced tract maps and Ass~or's r~cords. The District will originally
c~rise Highlar~s Tracts 13566-1, and 3, plus 24th Street fl~, Wa~n Bullock
Road to Cherry Avenue. A~klitional tracts will be annexed into the District
after its formation. The final configuration of the District may include much
of the North Etiwanda Specific Plan and properties c~risirg the area from Day
Creek mm~t to the City bctuTdary a~d Highland Aver~le north to the National
Forest limits. A copy of the proposed final District bour~ is attached to
this report as "Exhibit C."
