WHERKLS, Proposition 62, autbored by bard Janis, is a proposed
constitutional amendment appearins on the November, 1986 ballot; and
WHEREAS, Proposition 62, proposes to significantly restrict local
governments from recovering necessary costs for services by requirins a local
election and Wo-Cbirds vote Co increase or add any general tax or fee; and
WHERFAS, Proposition 62 is an unfair and damnsins piece of
legislation, and if passed, would have detrimental impacts on the Cicy's
efforts aC providing quality municipal services, leaving our City far less
efflcienC and effective; and
VHE!taAg, if passed, Proposition 62 would significantly hinder cbe City
of Ksncho Cucamonse from recoverins the over*increasin2 costs necessary to
provide services such as business licensin2 and processing of development
plans; and
WHEREAS, since 1978. experience has shown that cbn ~o-cbirds vote
requirement is unreasonably difficult Co acbiove and unfavorably binders local
governments from increasin2 necessary taxes sad fees; and
VBEREAS, Proposition 62 is opposed by many reputable and responsible
organisaCions, including Cbe Leque of California Cities.
